The site lies in open countryside where new development is strictly controlled unless it meets one of the recognised exceptions set out in policy SWDP 2. The planning application fails to successfully demonstrate that there is a clear need for a building for agricultural purposes to justify development in the open countryside to comply with Policy SWDP2c. While the proposal is described as being required for agricultural purposes there is no agricultural activity taking place on the site which has a domestic character and appearance and is currently used in part for domestic storage. Notwithstanding the above there is insufficient information submitted with the application to justify why a managers office would be required for agricultural purposes As such the proposal is considered contrary to SWDP 2 of the South Worcestershire Development Plan. |
The applicant has failed to demonstrate that the proposed development would not have an adverse impact upon the established trees on the northern boundary of the site with which the footprint of the building would intersect. This incursion into the root protection zone is likely to have detrimental impact on the trees which would harm the visual amenity and biodiversity of the area contrary to NPPF paragraphs 180 & 185 and SWDP 21 and 22 of the South Worcestershire Development Plan. |

Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways - seeking further information following receipt of the application. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 38 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
