Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans:- Location Plan Scale 1:1250, RMTMen01/Rev E, 02/Rev E, 03/Rev B, 04/Rev B. Reason: To define the permission.
The use of the manège hereby permitted shall be limited solely to the private keeping and exercising of horses and shall not be used for any commercial or public equestrian events, enterprise or business whatsoever. Reason: The Local Planning Authority would wish to consider the implications of a commercial or other more intensive use having regard to residential amenity, traffic generation and highway safety in accordance with Policies SWDP21 and SWDP31 of the South Worcestershire Development Plan (February 2016).
No lighting or floodlighting shall be erected or installed on the land around the perimeters of the manège hereby approved. Reason: In order to protect the amenities of this rural area and local biodiversity in accordance with Policies SWDP21, SWDP22 and SWDP31 of the South Worcestershire Development Plan (February 2016).
Prior to the first use of the development hereby permitted, the drainage details as specified within the submitted Water Management Statement and on the approved plan RMTMen03/Rev B shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.
All personnel and contractors on site shall be made aware of the potential for wildlife and in particular amphibians including Great Crested Newts to be present and in particular all work shall take place during daylight hours. Any site compound shall be sited on an area of hard standing or short grassed area and construction materials stored within an area of existing hard-standing and raised off the ground on pallets. The creation of any piles of earth, materials and rubble which could form potential artificial hibernacula and refuge should be avoided at all times. Should any trenches and excavations be left open overnight an escape route for animals shall be provided and inspected each morning and any trapped animals removed to safety. If any protected species and in particular Great Crested Newts are found during the course of the works, all work must cease immediately and Natural England or a qualified ecologist contacted immediately to ensure legal compliance can be given for works to proceed.
Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary.
