Condition Details / Information Notes
Due to the siting, design and domesticated appearance of the proposed extension that would be at odds with the architectural significance of the C18 former Stable Block Grade II Listed Building as designed by Lancelot ‘Capability’ Brown it would fail to conserve or enhance the significance of the heritage asset and its setting. Although this level of harm would be less than substantial there are no public benefits identified that would outweigh the level of harm. As such, the proposal is contrary to Policies SWDP6 and SWDP24 of the South Worcestershire Development Plan and National Planning Policy, particularly Section 16 of the Framework which sets out the principles for sustaining and enhancing the historic environment.

In dealing with the application the Council has implemented the requirement in paragraph 38 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as in this case the applicant has failed to recognise the importance of the heritage assets and failed to seek pre application advice and submitted a scheme that would not overcome the issues raised without requiring further information and further periods of consultation with statutory consultees. Due to the failure of the applicant to provide a scheme that would overcome the reason for refusal, despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice.
