The proposed extension would result in an increase in the number of bedrooms within the dwelling, from 3 to 5. The proposed extension would be built over one of the existing 2 parking spaces. In accordance with the County Council Streetscape Design Guide, a 5 bedroom dwelling should have parking provisions for 3 cars and 2 cycles. The Streetscape Design Guide also states that new car parking spaces should be a minimum of 2.4 metres x 4.8 metres in size. The site us unable to provide the required level of parking provision and is located on an A road. As such, this would create a hazard and present a danger to road users, compromising their safety. The proposal is therefore contrary to Policies SWDP 4 and SWDP 21 of the South Worcestershire Development Plan 2016 and paragraph 115 of the National Planning Policy Framework 2023. |

In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 38 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
