Condition Details / Information Notes
The proposed site of the telecommunications mast is visually prominent, by reason of its roadside location within a largely flat and unscreened area open to public view. The 20m tall monopole is also of a height that necessitates careful attention to siting. Therefore, prior approval is necessary in relation to siting and appearance. Based upon the details submitted, the proposal would result in a significant adverse impact on the visual amenity of the surrounding area, including views along the adjacent public highway, which creates a viewing corridor towards the Malvern Hills AONB. The 20m tall monopole would be out of scale with its immediate surroundings and perceived in a relatively flat environment with little to assist in assimilation. Accordingly, the proposal conflicts with Policy SWDP 26 of the South Worcestershire Development Plan and Policy MI1 of the Malvern Town Neighbourhood Plan. Prior approval in relation to the siting and appearance of the proposed development is therefore refused.
