Condition Details / Information Notes
By virtue of its scale and design the proposed extension, particularly the projecting front gable, would visually compete with and dominate the simple and modest form of the ancillary outbuilding. This would result in the creation of an outbuilding that would not have a size and scale that would represent an ancillary building in terms of its form and function to serve the main dwelling on site and its appearance would match and visually compete with the main dwelling. As such the proposal is contrary to Policy SWDP21 of the South Worcestershire Development Plan (February 2016) and the principles of the Design Guide SPD and the provisions of the National Planning Policy Framework including section 12 which states that the planning system should improve the character and quality of an area.
The proposed annexe building is located in an area of open countryside outside any defined development boundary and the extent of the proposed extension would provide a level of accommodation as well as opportunities for independent domestic garden, vehicular access and parking facilities such that the building could easily function as a new independent dwellinghouse. As such, the proposal would not be ancillary accommodation and would be tantamount to a new dwelling in the open countryside contrary to Policy SWDP2(c) and would not represent sustainable development or accord with the policies of the South Worcestershire Development Plan (February 2016) when read as a whole, The Principles of the Design Guide SPD and The Framework.

The Local Planning Authority is aware of the requirement in the Framework to work with the applicant in a positive and proactive manner, seeking solutions to problems arising in relation to dealing with the application. In this case the authority considers that the proposed development could not be made acceptable through the imposition of planning conditions to this scheme.
