The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
Unless where required or allowed by other conditions attached to this permission, the development hereby approved shall be carried out in accordance with the information provided on the application form and the following plans and drawings – P102 and P103 Rev. A.
Reason: To define the permission. |
No building operations hereby permitted shall commence until details of the materials to be used in the construction of the external surfaces of the dwelling hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:-
- type, colour, texture, size, coursing, finish, jointing and pointing of brickwork/stonework;
- type, colour, texture, size and design of roofing materials;
- details of windows and external doors/garage doors including information on finish.
The development shall be carried out using the materials as approved.
Reason: To ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with Policy SWDP 21 of the South Worcestershire Development Plan.

All new rainwater goods shall be in painted cast iron or cast aluminium.
Reason: To protect, conserve and enhance the significance of nearby heritage assets and to ensure that the new materials are in keeping with the surroundings and represent quality design in accordance with Policies SWDP 6, SWDP 21 and SWDP 24 of the South Worcestershire Development Plan. |
No development shall take place until a soakaway test has been carried out in accordance with BRE Digest 365, or such other guidance as may be agreed in writing by the Local Planning Authority. The results of the test shall be
submitted to and agreed in writing by the Local Planning Authority and the agreed recommendations shall be implemented in full prior to the first occupation of the development.
Reason: To ensure that the site can be adequately drained and the development does not exacerbate flood risk, in accordance with Policies SWDP 28 and SWDP 29 of the South Worcestershire Development Plan. |
Prior to the first occupation of the dwelling hereby approved an area shall be laid out within the curtilage of the property for the parking of 3 cars. These areas shall thereafter be retained and kept available for those users at all times.
Reason: In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway. |
Prior to the first occupation of the dwelling hereby approved secure parking for 4 cycles to comply with the County Council’s standards shall be provided within the curtilage of each dwelling and these facilities shall thereafter be retained for the parking of cycles only.
Reason: To comply with the County Council’s parking standards. |
Temporary fencing for the protection of all retained trees/hedges on site and trees outside the site whose Root Protection Areas fall within the site shall be erected in accordance with BS 5837:2012 (Trees in Relation to Design, Demolition and Construction) before development of any type commences, including site clearance, demolition, materials delivery, vehicular movement and erection of site huts.
Any alternative fencing type or position not strictly in accordance with BS 5837 (2012) must be agreed in writing by the local planning authority prior to the commencement of development.
This protective fencing shall remain in place until the completion of development or unless otherwise agreed in writing with the local planning authority. Nothing should be stored or placed (including soil), nor shall any ground levels altered, within the fenced area without the previous written consent of the local planning authority. There shall be no burning of any material within 10 metres of the extent of the canopy of any retained tree/hedge.
Reason: To prevent existing trees/hedges from being damaged during construction work and to preserve the amenities of the locality in accordance with Policy SWDP 22 of the South Worcestershire Development Plan. |
Before occupation of the dwelling hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:-
(i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread.
(ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas.
(iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants.
(iv) a written specification outlining cultivation and other operations associated with plant and grass establishment.
(v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.
The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason: To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with Policies SWDP 21 and SWDP 25 of South Worcestershire Development Plan. |
Before the occupation of the dwelling hereby permitted a plan indicating the positions, design, materials and type of boundary treatment to be erected shall be submitted to and approved in writing by the local planning authority. The boundary treatment shall be completed before occupation of the development hereby permitted. Development shall be carried out in accordance with the approved details.
Reason: To protect the amenities of occupiers of neighbouring properties and ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan. |
The construction work on the dwelling hereby approved shall not be commenced until the precise floor slab level of the building, relative to the existing development on the boundary of the application site has been submitted to and approved in writing by the local planning authority. Thereafter the dwelling shall be constructed at the approved floor slab level.
Reason: To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan. |
Before the commencement of development hereby approved the following details shall be submitted to the Local Planning Authority for approval in writing:-
- details on how renewable and/or low carbon energy measures are to be incorporated into the proposed development;
- details of measures to conserve and recycle water to be incorporated into the proposed development;
- details of energy efficiency measures to be incorporated into the proposed development; and
- details of construction materials to be used in the proposed development with the aim of minimising the use of primary non-sustainable materials; and
- a timetable setting out the implementation of the approved details.
The development shall be carried out in accordance with the approved details.
Reason: To ensure the development supports the delivery of low carbon/renewable energy and safeguards natural resources in accordance with Policies SWDP 27 and SWDP 30 of the South Worcestershire Development Plan. |
Prior to the occupation of the dwelling hereby approved, details of superfast broadband facilities or alternative solutions shall be submitted to and approved in writing by the local planning authority. The submitted details shall include an implementation programme. The facilities shall be provided in accordance with the approved details.
Reason: To ensure the proposal incorporates satisfactory telecommunication facilities in line with Policy SWDP26 of the South Worcestershire Development Plan.

Before the commencement of construction works on the development hereby permitted, details of a bat roosting feature and bird nesting box shall be submitted to and approved in writing by the Local Planning Authority. The details to be submitted shall include an implementation timetable. The feature(s) shall be provided in accordance with the approved details and in accordance with the approved timetable.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with Policy SWDP 22 of the South Worcestershire Development Plan. |
Positive and Proactive Statement. In dealing with this application, the Council has worked with the Applicant by providing pre-application advice, seeking further information and amendments to the proposed development following receipt of the application, and considering the imposition of conditions.
In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. |
The attention of the applicant is drawn to the need to keep the highway free from any mud or other material emanating from the application site or any works pertaining thereto. |
This permission does not authorise the applicant to carry out works within the publicly maintained highway since such works can only be carried out by the County Council's Approved Contractor following the issue of a license under Section 184 and 278 of the Highways Act, 1980.
The applicant should contact Worcestershire County Council's Highways Community and Response Unit, County Hall, Spetchley Road, Worcester WR5 2NP (telephone 0845 607 2005), regarding the issue of the necessary license authorising the access works to be carried out by the County Council's Approved Contractor at the applicant's expense.
The applicant should give the County Council sufficient notice to enable, as far as possible, the licence procedure to be carried out so that there is no disruption to the applicant's programme of works. |
This permission does not authorise the laying of private apparatus within the confines of the public highway. The applicant should apply to the Worcestershire County Council's Community and Response Unit, County Hall, Spetchley Road, Worcester WR5 2NP (telephone 0845 607 2005), for consent under the New Roads and Street works Act 1991 to install private apparatus within the confines of the public highway. Precise details of all works within the public highway must be agreed on site with the Highway Authority. |
Drainage arrangements shall be provided to ensure that surface water from the driveway and/or vehicular turning area does not discharge onto the public highway. No drainage or effluent from the proposed development shall be allowed to discharge into any highway drain or over any part of the public highway. |
