Condition Details / Information Notes
The proposal represents unjustified residential development in an open countryside location. This would result in an unsustainable form of development and further reliance upon the use of the private car that is in conflict with policies SWDPR03 of the South Worcestershire Development Plan Review (2026), and the relevant aims and objectives of the National Planning Policy Framework.
Future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes and heavily reliant on a motor vehicle due to the poor standard of the local walking routes, and the location of the application site in relation to bus stops. Therefore, the proposed development would occupy an unsustainable location, contrary to Policies SWDPR03 and SWDPR06 of the South Worcestershire Development Plan Review (2026) and the National Planning Policy Framework.
The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against planning policy and any other material considerations by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason(s) for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. The Local Planning Authority is willing to provide pre-application advice in respect of any future application for a revised development.
