| By virtue of its cumulative scale and massing, the proposed extensions are considered to represent an overly dominant form that fails to respect the architectural character of the host dwelling. The altered roof form, including the shallow pitched gable and inconsistent design approach, would create a confused and visually discordant roofscape that does not integrate cohesively with the existing building. As a result, the development is considered to harm the character and appearance of the host dwelling. The proposal is therefore contrary to SWDPR 05 Design and Sustainable Construction, SWDPR 09 Historic Environment, SWDPR 28 Design, SWDPR 33 Management of the Historic Environment of the South Worcestershire Development Plan Review, as well as Paragraph 216 of the National Planning Policy Framework. |
| By virtue of its scale and domestic form, the proposed annex is not considered to function as a clearly subordinate ancillary outbuilding. The extent and arrangement of accommodation could allow the building to operate independently of the main dwelling, causing it to appear as a separate residential unit within the curtilage. The proposal therefore fails to maintain an appropriate ancillary relationship with the host property. The proposal is therefore contrary to SWDPR 03 The Spatial Development Strategy and Settlement Hierarchy and SWDPR 28 Design of the South Worcestershire Development Plan Review. |

In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
