Condition Details / Information Notes
The proposed development, by reason of its siting, scale and domestic nature, would fail to respect or integrate with the character of the landscape setting. It would erode the site’s openness, extend built form and encroach into the countryside, resulting in material harm to landscape character and visual amenity, contrary to Policy SWDPR34 of the South Worcestershire Development Plan and Paragraph 187 of the National Planning Policy Framework.
The proposed detached outbuilding, by reason of its scale, form, and domestic appearance, would represent an inappropriate form of development within this rural location. The design would introduce a building that appears overly residential in character and visually incongruous within the landscape. The proposed development would therefore fail to achieve a high standard of design or integrate successfully with its surroundings, resulting in harm to the character and appearance of the area. The proposal is consequently contrary to Policies SWDPR28 and SWDPR34 of the South Worcestershire Development Plan Review,
The submitted Biodiversity Net Gain (BNG) information fails to satisfactorily demonstrate that the proposal would achieve the statutory requirement for a minimum 10% biodiversity uplift. The submitted calculations rely upon land within the proposed residential curtilage, which would form private garden land and therefore cannot be included within the post-development habitat calculations for the purposes of demonstrating compliance with the biodiversity gain requirement. As a result, the submitted information does not provide sufficient certainty that the development would deliver the required biodiversity enhancement in accordance with Schedule 7A of the Town and Country Planning Act 1990 and Policy SWDPR30 of the South Worcestershire Development Plan Review.
The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against planning policy and any other material considerations by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason(s) for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. The Local Planning Authority is willing to provide pre-application advice in respect of any future application for a revised development.
The application has been determined in accordance with the following approved plans and supporting documents: Drawings: HB71520-001(A), P002(C), E002(C), E001(D). Supporting documents: Application Form, dated 05 May 2026; Biodiversity Net Gain Assessment (Star Ecology), dated 27 April 2026; Design and Access Statement, April 2026; Water Management Statement, May 2026; and Ecological Appraisal, 27 April 2026.
