Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – PL102A Proposed Garage PL110B Site Demolition PL111C Proposed Site Plan PL101C Proposed Floor Plans PL200C Proposed Elevations PL001A Location Plan Reason: To define the permission in accordance with policies SWDPR01 and SWDPR03 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework.
Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDPR 39 of the South Worcestershire Development Plan Review 2026.
The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Bat Survey Report dated April 2025 and an Update Preliminary Ecological Appraisal dated Aptil 2026 undertaken by Blade Ecology Ltd and submitted with this application. In particular Section 6.0 Conclusion and Recommendations of the Update Preliminary Ecological Appraisal dated Aptil 2026, including :- - No works should be undertaken which damage, block, obstruct or otherwise alter the identified roosts until a licence has been granted from Natural England. - Installation of two receptor bat boxes (e.g. Schwegler 2F) on a suitable mature tree within the landownership of North Lodge. - Provision of a ‘toolbox talk’ to relevant contractors by the ecologist to ensure understanding of the licence, associated legal requirements and results of the pre-start survey (if applicable). This is to be read and signed by all parties. - Licensable activities (i.e. hand removal of roof tiles, soffits, works to the loft space) to be directly supervised by the Named Ecologist. - Two integrated (e.g. Habibat Bat Box) or wall mounted bat boxes (e.g. Schwegler 2FE) will be installed on the new dwelling. - Provision of two ridge access points and four slope access points on the new roofline. Areas accessible for bats will be lined with bitumen underfelt rather than modern breathable membrane due to the risk of entanglement associated with this type of membrane. -The works should also seek to implement a sensitive lighting strategy to prevent illumination of commuting and foraging habitat (i.e.). Any lighting should be low level and of the minimum wattage, as recommended by the Bat Conservation Trust (BCT) & Institute of Lighting Professionals (2018). Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDPR29 of the South Worcestershire Development Plan Review 2026.
Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary.
Buildings are frequently used as roosting sites by bats. Bats and their 'roost' sites are protected under the 1981 Wildlife and Countryside Act and the Habitat Regulations 1994, the latter of which deems them a European Protected Species. It is a criminal offence to recklessly disturb or destroy a bat 'roost'. Where a bat 'roost' is present a licence will be necessary to carry out the works. In this case, species licensing and legislation can be obtained from the Species Licensing Service on 0117 3728000. Works should not commence until Natural England have been contacted on 01453 764450 to obtain the appropriate licence.
Before the development hereby permitted is first occupied/used, details of any external lighting to be provided in association with the development shall be submitted to and approved in writing by the Local Planning Authority. The details shall include times when the external lighting will not be switched on. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification) there shall be no other external lighting provided on the application site. Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDPR29 of the South Worcestershire Development Plan Review 2026.
