Malvern Hills District Council, The Council House, Avenue Road, Malvern, Worcestershire, WR14 3AF, hereby certifies that, on 10 April 2026, the matter described in the First Schedule to this Certificate, in respect of the land specified in the Second Schedule and outlined in red on the plan attached to this Certificate, was lawful within the meaning of Section 191 of the Town and Country Planning Act 1990 (as amended) for the following reason: The Local Planning Authority is satisfied, on the balance of probabilities, that the use of the land described in the First Schedule has taken place continuously for a period exceeding 10 years prior to the date of the application. The use is therefore considered lawful and immune from enforcement action in accordance with Section 171B(3) of the Town and Country Planning Act 1990 (as amended).
