| The proposed development would result in a substantial level of close boarded fencing on the curtilage boundary of the dwelling with the highway, resulting in a significant level of harm to the rural character of the area. Whilst it is recognised that the proposed fence would provide a degree of security and safety, these matters would not outweigh, or justify, the identified harm to the rural character of the site setting. As such, the proposed development conflicts with policies SWDPR 05, SWDPR 28 and SWDPR 34 of the South Worcestershire Development Plan Review, policies LB/D/1 and LB/E/1 of The Parishes Of Leigh And Bransford Neighbourhood Plan and the design principles set out under section 12 of the National Planning Policy Framework. |

| In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. Unfortunately, the submitted application is not considered to accord with policy. As a result, the Council has been unable to seek solutions to problems arising from this application as the amendments and additional information required to make the application acceptable are substantial and would be required to be submitted as a new planning application. Despite the Council’s efforts, it is considered that the current planning application should be refused for the reasons set out in the decision notice. The applicant is encouraged to seek pre-application advice prior to the submission of any further formal planning application |
