| South Worcestershire Development Plan Review policies SWDPR 02 and SWDPR 03 set out that the development strategy for the adopted plan is to provide for and facilitate the delivery of sufficient housing to meet objectively assessed needs to 2041. The council can demonstrate a deliverable 5 years supply of housing land to meet this identified need. The application site lies within the open countryside as defined by SWDPR 03, where new development is strictly controlled and limited to specific uses none of which apply in this case. The primacy of an up-to-date development plan is enshrined in paragraph 12 of the National Planning Policy Framework. In this case, the proposed development, due to its location outside of the settlement boundaries defined within the South Worcestershire Development Plan Review, conflicts with Policy SWDPR 03 of the South Worcestershire Development Plan Review (2026) and the National Planning Policy Framework. |
| Future occupiers of the proposed development would be poorly connected to key services by sustainable transport modes and heavily reliant on a motor vehicle due to the inadequate number of key residential amenities being located within walking distance of the application site, the poor standard of the local cycling environment, and the infrequent nature of local bus services. Therefore, the proposed development would occupy an unsustainable location, contrary to Policies SWDPR 01, SWDPR 03 and SWDPR 06 of the South Worcestershire Development Plan Review (2026) and Chapter 9 of the National Planning Policy Framework. |
| Positive and Proactive Statement. In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents and provided the applicant with the opportunity to engage with the Council's pre application advice service. Despite these efforts, the Council still consider that permission in principle should be refused for the reasons set out within the decision notice. |
