Condition Details / Information Notes
South Worcestershire Development Plan Review policies SWDPR 02 & SWDP03 set out that the development strategy for the adopted plan is to provide for and facilitate the delivery of sufficient housing to meet objectively assessed needs to 2041. The council can demonstrate a deliverable 5 years supply of housing land to meet this identified need. The application site lies within the open countryside as defined by SWDPR 03, where new development is strictly controlled and limited to specific uses none of which apply in this case. The primacy of an up-to-date development plan is enshrined in paragraph 12 of the National Planning Policy Framework. In this case, the proposed development, due to its location outside of the settlement boundaries defined within the South Worcestershire Development Plan, conflicts with the strategy established under Policy SWDPR 03.
The proposed development, by reason of its siting, scale and domestic nature, would fail to respect or integrate with the character of the landscape setting. It would extend built form beyond the defined settlement edge and encroach into the countryside, resulting in loss of woodland and consequent material harm to landscape character and visual amenity, contrary to Policy SWDPR34 Landscape Character of the South Worcestershire Development Plan Review and Paragraph 187 of the National Planning Policy Framework.

The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against planning policy and any other material considerations by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason(s) for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal. The Local Planning Authority is willing to provide pre-application advice in respect of any future application for a revised development.
