Condition Details / Information Notes
South Worcestershire Development Plan Review policies SWDPR 02 & SWDP03 set out that the development strategy for the adopted plan is to provide for and facilitate the delivery of sufficient housing to meet objectively assessed needs to 2041. The council can demonstrate a deliverable 5 years supply of housing land to meet this identified need. The application site lies within the open countryside as defined by SWDPR 03, where new development is strictly controlled and limited to specific uses none of which apply in this case. The primacy of an up-to-date development plan is enshrined in paragraph 12 of the National Planning Policy Framework. In this case, the proposed development, due to its location outside of the settlement boundaries defined within the South Worcestershire Development Plan, conflicts with the strategy established under Policy SWDPR 03.
The application site is distinctly separate from the built up area to the north east of the Martley Road and would appear unrelated to it and out of keeping with the dispersed settlement pattern to the south west. The topography of the land means that the site sits above the level of the road and development would be visually dominant in this location. The development could not be absorbed within the surrounding landscape without having a significant adverse landscape and visual impact and this harm could not be overcome through further consideration at the technical details stage contrary to SWDPR 34 of the South Worcestershire Development Plan Review.
Notwithstanding the general harm to character and appearance of the area of any development on the site it is noted that the existing development on the opposite side of the B4204 is at a higher density. The amount of development proposed would not represent an effective use of land contrary to the Government’s objective to boost the supply of housing. The proposal is therefore contrary to policy SWDPR 16 (Effective use of Land) of the South Worcestershire Development Plan Review and the National Planning Policy Framework (Dec 2024) and in particular paragraph 130.
This decision notices relates to the following plan: Location Plan 01.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- Making Development Plan Policies publicly available to view. This is in accordance with paragraph 39 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
