Condition Details / Information Notes
The substantial demolition and replacement of the former brick lean-to with a longer structure, the loss of historic fabric, changes to the roof form (which are mis-represented on the proposed roof plan) the introduction of inappropriate materials and domestic style openings comprise development which have materially altered the building in terms of its previous form, character and appearance. The loss of historic fabric is harmful in its own right, as it removes elements which contributed to evidential and historic value. In addition, the changes to form, appearance and proportions mean that the building no longer clearly reflects its former role as a subordinate agricultural or service structure. This affects its relationship with the principal listed building. The group of buildings comprising a primary structure with supportive buildings in both scale and function is less clearly observable, and the contribution the building makes to the group value of the listed asset is therefore detrimentally reduced. The development employs external materials including composite metal cladding on the roof, which is in stark contrast to the pitched tiled roof of the adjacent barn and public house. Similarly, the type, profile and vertical orientation of the timber cladding do not reflect the character and appearance of the designated heritage asset and fails to enhance its immediate setting. This results in ‘less than substantial’ harm to the significance of the designated heritage asset and fails to preserve its special architectural and historic interest. Paragraph 212 of the NPPF states that great weight should be given to the asset’s conservation. This is irrespective of whether any potential harm amounts to substantial harm, total loss or less than substantial harm to its significance. Furthermore, no exceptional reasons have been cited to justify the resultant harm to this designated heritage asset. Accordingly, the development is contrary to paragraph 84 and 214 of the NPPF and Policies SWDPR 09, SWDPR 26 and SWDPR 33 of the South Worcestershire Development Plan Review 2026
