| The development hereby permitted must be commenced not later than the expiration of three years from the date of the original permission M/23/01254/FUL dated 02/04/2025.
Reason: To conform with the requirements of Sections 73 and 91 of the Town and Country Planning Act 1990 (as amended). |
| Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents:
- Location Plan
- 1539/3A (Visibility Splay and Block Plan)
- 1539/1 A (Site Layout)
- 1539/2 A (Elevations and Floor Plan)
- S1316-J1-R1 Arboricultural Report by John Cromar dated 4 April 2024.

| No building operations above ground level hereby permitted shall commence until details of the materials to be used in the construction of the external surfaces of the dwelling hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:-
- type, colour, texture, size, coursing, finish, jointing and pointing of brickwork/stonework;
- type, colour, texture, size and design of roofing materials;
-the surface finish of any proposed external render;
- details of the approved rooflights, including drawings showing design, materials and profile;
- details of external doors and windows, including information on finish.
The development shall be carried out using the materials as approved.
Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and represent quality design in accordance with Policies SWDPR 05, SWDPR 09, SWDPR 28 and SWDPR 33 of the South Worcestershire Development Plan Review (March 2026). |
| A bat box shall be installed within the land ownership of the site (e.g. Ibstock enclosed bat box, Habibat bat box, Schwegler Wall-mounted Bat Shelter 2FE, Schwegler 2F Bat Box). The box should be installed at least 4m above ground-level, and not placed above windows. The roosting feature shall be installed before the first use of any part of the development.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDPR 29 of the South Worcestershire Development Plan Review (March 2026). |
| Before the first use/occupation of the development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:-
(i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread.
(ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas.
(iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants.
(iv) a written specification outlining cultivation and other operations associated with plant and grass establishment.
(v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.
The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with Policies SWDPR 05, SWDPR 09, SWDPR 28 and SWDPR 33 of the South Worcestershire Development Plan Review (March 2026). |
| Before the first use/occupation of the development hereby permitted a plan indicating the positions, design, materials and type of boundary treatment to be erected and hard surfacing within the site shall be submitted to and approved in writing by the local planning authority The boundary treatment shall be completed before the first use/occupation of the development hereby permitted. Development shall be carried out in accordance with the approved details.
Reason - To protect the amenities of properties and ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with Policies SWDPR 05, SWDPR 09, SWDPR 28 and SWDPR 33 of the South Worcestershire Development Plan Review (March 2026). |
| Prior to the occupation of any part of the development hereby permitted details of renewable or low carbon energy generating facilities to be incorporated as part of the development shall be submitted to and approved in writing by the local planning authority. The details shall demonstrate that at least 20% of the predicted energy requirements of the development will be met through the use of renewable/low carbon energy generating facilities. The approved facilities shall be provided prior to any part of the development hereby permitted being first occupied or in accordance with a timetable submitted to and approved by the local planning authority as part of the details required by this condition.
Reason: To ensure the proposed development includes sufficient renewable/low carbon energy generating facilities to comply with Policies SWDPR 05 and SWDPR 37 of the South Worcestershire Development Plan Review (March 2026). |
| Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) (or any order revoking, re-enacting, substituting, amending, extending, consolidating, replacing or modifying that Order), no additions, extensions or external alterations, building or enclosure, swimming or other pool required for a purpose incidental to the enjoyment of the dwelling house, other than those expressly authorised by this permission, shall be constructed/carried out on the application site following the completion/first use of the development hereby permitted.
Reason: Due to the constrained nature and prominent position of the site, outbuildings and extensions could have a significant impact on the amenities of the occupants of the dwelling as well as on the character and appearance of the area, which is a conservation area, and to comply with Policies SWDPR 05, SWDPR 09, SWDPR 28 and SWDPR 33 of the South Worcestershire Development Plan Review (March 2026). |
| Prior to the first occupation of any of the dwellings hereby approved, details of superfast broadband facilities or alternative solutions to serve the dwellings hereby approved shall be submitted to and approved in writing by the local planning authority. The submitted details shall include an implementation programme. The facilities shall be provided in accordance with the approved details.
Reason: To ensure the proposal incorporates satisfactory telecommunication facilities in line with Policy SWDPR 36 of the South Worcestershire Development Plan Review (March 2026). |
| The Development hereby approved shall not be brought into use until the visibility splays shown on drawing 1539/3A have been provided. The splays shall at all times be maintained free of level obstruction exceeding a height of 0.6m above adjacent carriageway.
Reason: In the interests of highway safety and to comply with Policies SWDPR 06 and SWDPR 28 of the South Worcestershire Development Plan Review (March 2026). |
| The Development hereby approved shall not be brought into use until sheltered safe, secure and accessible cycle parking to comply with the Council’s adopted highway design guide has been provided in accordance with details which shall first be submitted to and approved in writing by the Local Planning Authority and thereafter the approved cycle parking shall be kept available for the parking of bicycles only.
Reason: To comply with the Council’s parking standards and with Policies SWDPR 01, SWDPR 06 and SWDPR 28 of the South Worcestershire Development Plan Review (March 2026). |
| The Development hereby approved shall not commence until a Construction Environmental Management Plan has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to the following:-
• Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway;
• Details of site operative parking areas, material storage areas and the location of site operatives facilities (offices, toilets etc);
• The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved by in writing by the local planning authority.
Reason: To ensure the provision of adequate on-site facilities and in the interests of highway safety and to comply with Policies SWDPR 28 and SWDPR 33 of the South Worcestershire Development Plan Review (March 2026). |
| No development shall take place until a percolation test has been carried out in accordance with BRE Digest 365, or such other equivalent guidance as may be agreed in writing by the Local Planning Authority. The results of the percolation test shall be submitted to and agreed in writing by the Local Planning Authority. If the percolation test results show that ground conditions are unsuitable for some, or all, types of infiltration device then an alternative method of surface water disposal will need to be submitted for approval. The agreed recommendations shall be implemented in full prior to the first occupation of the development.
Reason: To ensure that the site can be adequately drained and to comply with Policy SWDPR 39 of the South Worcestershire Development Plan Review (March 2026). |
| No development shall take place until details on the location of any proposed soakaway have been submitted to and agreed in writing by the Local Planning Authority. Any soakaway should be located no less than 5m from any building or sub-structure and 2.5m from a site boundary. If soakaway drainage is not possible on this site, an alternative method of surface water disposal should be submitted for approval. The agreed recommendations shall be implemented in full prior to the first occupation of the development.
Reason: To ensure that the site can be adequately drained and to comply with Policy SWDPR 39 of the South Worcestershire Development Plan Review (March 2026). |
| The development hereby permitted shall be carried out in strict accordance with the arboricultural method statement and all tree protection measures contained in the John Cromar arboricultural report reference S1316-J1-R1 dated 4 April 2024 and submitted with this application.
Reason: To ensure the protection and continued well-being of trees both on and neighbouring the site during construction, in the interests of the character and appearance of the area, in accordance with policy SWDPR 29 of the South Worcestershire Development Plan Review (March 2026) and in accordance with the principles of BS5837:2012 (Trees in relation to design, demolition and construction)

| No construction works of any type should take place, including site clearance, demolition, or site stripping (includes archaeological investigation) until a site meeting has taken place between the applicant, their chosen contractor, their appointed arboriculturalist, and the council’s tree and landscape officer.
Reason: In order to ensure that the requirements of the approved tree protection measures are clearly understood by all parties involved in the construction process and to prevent existing trees/hedges from being damaged during construction work and to preserve the amenities of the locality in accordance with policy SWDPR 29 of the South Worcestershire Development Plan Review (March 2026). |
| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
