The proposed development by virtue of its location in designated open countryside and removed from the nearest development boundary, with limited access to local services, schools, and employment. Public transport provision is infrequent and pedestrian infrastructure inadequate and therefore would result in reliance on the private motor car for most day to day needs. The development fails to demonstrate genuinely sustainable travel choices, contrary to Policies SWDPR 03, SWDPR 06 and SWDP 28 B vi. of the South Worcestershire Development Plan Review, adopted March 2026, and paragraph 110 of the National Planning Policy Framework (2024).
The residential development of this site would, by reason of its location, scale and prominence constitute an incongruous and visually intrusive feature when viewed from a number of publicly accessible locations, and have an unacceptably urbanising and consequently adverse impact upon the character and appearance of the area, resulting in demonstrable harm to the open and undeveloped character and appearance of the land, rather than integrating as discrete infill or 'rounding off' of the existing village. As such, the proposal would be contrary to Policy SWDPR 05, SWDPR 28, SWDPR 34 and SWDPR 03 of the South Worcestershire Development Plan Review, and guidance contained in the National Planning Policy Framework that amongst others aim to safeguard the intrinsic character and beauty of the countryside and improve the character and quality of an area.
Insufficient drainage detail has been provided. An infiltration test must be carried out to confirm the proposed means of surface water disposal and additional detail to consider the impact on the surrounding foul water network and Treatment Works. As such the proposals would be contrary to policy SWDPR 29 and SWDP 30 of the South Worcestershire Development Plan Review.
No mechanism (section 106 agreement) has been entered into to secure a legal obligation to provide for a policy compliant scheme to secure the provision of an affordable housing contribution and the management and maintenance of the public open space. Accordingly, the proposed development is contrary to Policies SWDPR 7, 15, 3, 30 and 39 of the South Worcestershire Development Plan Review and the National Planning Policy Framework, as well as the guidance contained within the South Worcestershire Developer Contributions SPD (July 2018).
The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against planning policy and any other material considerations, by identifying matters of concern with the proposal and determining the application within a timely manner, clearly setting out the reason(s) for refusal, allowing the Applicant the opportunity to consider the harm caused and whether or not it can be remedied by a revision to the proposal.
