Reason: To define the permission in accordance with policies SWDPR01 and SWDPR03 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework. |
| The development hereby permitted shall not be occupied/first used until full details of all surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter.
Reason: To ensure development would not result in unacceptable risk of pollution or harm to the environment and to ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDPR38, SWDPR39 and SWDPR40 of the South Worcestershire Development Plan Review 2026. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Roost Assessment & Bat Survey report carried out by Sharpe Ecology dated September 2025 and submitted with this application. In particular:-
- A toolbox talk will be delivered to all site workers by the licensed ecologist, prior to the commencement of any works impacting the building.
- Immediately prior to the start of demolition/key destructive works, a detailed internal and external visual inspection (using torches and endoscopes where necessary) will be carried out by a licensed ecologist. Any bats encountered will be caught by hand and removed to a bat box which will be located a suitable tree within the site (as identified by onsite ecologist). The bat box (e.g. Schwegler 2FN, Large WoodStone MultiChamber Bat Box, Kent Bat Box or similar) will be put up prior to the commencement of key destructive works and will be located as high as possible on the southwest, south or southeast side of the tree, with a clear flight path for bat entering and exiting the box. The works will then proceed immediately in strict adherence to the Bat Mitigation Licence conditions and the precautionary working methods described here.
- The removal of roof tiles and other roof structures plus any other potential roost features identified by the on-site ecologist must be carried out by hand and under strict supervision of the licensed ecologist. Although there are no timing constraints to works, key destructive works that could impact bats will be timed to avoid cold or adverse weather conditions, following best practice guidance.
- Compensation for the loss of the brown long-eared bat feeding perch would be the provision of 1x cavity bat box (located on suitable tree within the site). Suitable cavity bat boxes include Schwegler 2FN, Greenwood’s Small Hollow Bat Box or Vivara Pro WoodStone Bat Box.
- The loss of three soprano pipistrelle day roosts, two common pipistrelle day roosts, one whiskered bat day roost and one brown long-eared bat day roost will be compensated for through the inclusion of 4x integrated bat boxes on the new extension and detached garage, and the inclusion of 3x modified ridge tiles on the new extension and detached garage. Suitable integrated bat boxes include Build-in WoodStone Bat Box, 1FR Schwegler Bat Tube, Ibstock Enclosed Bat Box ‘B’, or Bat Access Brick (allows access to wall cavity, and a cavity chamber may need to be constructed to maintain an area free of insulating material where bats can roost, and with bitumastic felt lining the rear internal wall).
- The lighting scheme shall: minimise lighting levels across the site; reduce upward light spill through directional lighting angled no greater than 70° and low-level dark-sky lighting (e.g. low-level bollard LED); limit illumination during sensitive periods by avoiding lighting immediately after dusk and before dawn; use sensor-activated lighting so that it operates only when required; and utilise narrow-spectrum, low-impact light sources with no UV content (such as low-pressure sodium, warm white LED, or red-spectrum lighting over 600nm, RA 60), while avoiding broad-spectrum or high-UV sources including white LED, high-pressure sodium, metal halide and mercury lighting.
- The vegetation (trees, scrub, ivy cover, hedgerows etc.) and the timber barn all provided suitable opportunities for nesting birds. Therefore, in order to avoid the risk of harm/disturbance to nesting birds, any vegetation cutting back/removal and key destructive works to the timber barn should be undertaken outside of the peak bird nesting season (March to August inclusive) to avoid potential conflict with the legislation concerning breeding birds. If vegetation removal/demolition works cannot be scheduled to avoid the bird nesting season, then a check by an ecologist immediately prior to commencement of clearance works will be required, and if nests are found to be present, they should be adequately protected until breeding has finished and the nest is no longer in use.
- The precise locations of all stands of Japanese knotweed should be identified, and the stands of Japanese knotweed should be treated and eradicated.
- As an enhancement 5x additional modified ridge tiles within new extension and garage, and the inclusion of 3x integrated swift nest boxes and 2x house sparrow terrace nest boxes within new extension and garage.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDPR29 of the South Worcestershire Development Plan Review 2026. |
