| The proposed development, as a consequence of its substantial scale and unsympathetic design, which includes significant levels of glazing, would result in a disproportionate addition to the host dwelling that would overdevelop and harmfully detract from the dwelling’s traditional form and character. This would result in a less than substantial level of harm to the dwelling’s status as a Non-Designated Heritage Asset. Furthermore, by virtue of the isolated location of the site and the size and position of the proposed extension, the development would also result an unduly prominent and inappropriate feature within the surrounding rural countryside setting. Any modest economic and social benefits brought about by construction works would not be outweighed by the level of harm identified. As such, the proposal is not considered in accordance with sections 12 and 16 of the Framework, policies SWDP6, SWDP21, SWDP24 and SWDP25 of the South Worcestershire Development Plan, as well as the Design Guide SPD |

| In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. Unfortunately, the submitted application is not considered to accord with policy. As a result, the Council has been unable to seek solutions to problems arising from this application as the amendments and additional information required to make the application acceptable are substantial and would be required to be submitted as a new planning application. Despite the Council’s efforts, it is considered that the current planning application should be refused for the reasons set out in the decision notice. |
