Change of use of property to a pre-school nursery including conversion of existing dwelling with addition of foyer to front and covered verandah to rear, siting of pre-fabricated classroom block, erection of storage building, parking to front and rear and associated external works
Notwithstanding the consultation response of WCC Highway Authority, the proposed development would, by reason of its location result in an unsustainable form of development and consequent harm which could not be adequately mitigated by conditions, and would risk compromising highway safety as a consequence of associated private vehicle movements. Consequently, the development would be contrary to Policies SWDPR 1, SWDPR 5, SWDPR 6 and SWDPR 28 of the South Worcestershire Development Plan Review 2026 and Paragraph 110 of the NPPF.
This decision was based upon consideration of the following plans:
