Condition Details / Information Notes
The application site is situated outside the defined settlement boundary and outside the village core of Hanley Swan and, accordingly, the proposed development does not constitute a suitable or appropriate location for residential development. As such, the proposal is contrary to Policies SWDP1 and SWDP2 of the South Worcestershire Development Plan (2016), Policy RE2 of the Hanley Castle Neighbourhood Development Plan (2025), and the provisions of the National Planning Policy Framework. It is further considered that the adverse social and environmental impacts arising from the undermining of the settlement strategy established by the Hanley Castle Neighbourhood Development Plan would significantly and demonstrably outweigh the limited economic benefits associated with the proposal. Consequently, the development cannot be considered a sustainable form of development within the meaning of Policy SWDP1 of the South Worcestershire Development Plan and the National Planning Policy Framework.
The proposal would result in the unjustified extension of built development beyond the established settlement edge into the open countryside. This encroachment would cause harm to, and erode, the open and rural character of the surrounding landscape. The development would therefore fail to preserve or enhance the landscape, setting, and character of Hanley Swan, and would not positively contribute to the village’s rural nature, contrary to Policies SWDP1, SWDP2 of the South Worcestershire Development Plan (2016), Policy RE2 of the Hanley Castle Neighbourhood Development Plan, and the National Planning Policy Framework
Future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes and heavily reliant on a motor vehicle due to the poor standard of the local walking and cycling environment, and the location of the application site in relation to bus stops. Therefore, the proposed development would occupy an unsustainable location, contrary to Policies SWDP 2 and SWDP 4 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework.
In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents and provided the applicant with the opportunity to engage with the Council's pre-application advice service. Despite these efforts, the Council still consider that permission in principle should be refused for the reasons set out within the decision notice.
