Condition Details / Information Notes
The proposal would result in the unjustified built development in the open countryside. The development would cause harm to, and erode, the open and rural character of the surrounding landscape. The development would therefore fail to preserve or enhance the landscape, setting, and character of the National Landscape and would not positively contribute to the areas rural nature, contrary to Policies SWDP1, SWDP2, SWDP23, and SWDP25 of the South Worcestershire Development Plan (2016), and the National Planning Policy Framework
Future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes and heavily reliant on a motor vehicle due to the poor standard of the local walking and cycling environment, and the location of the application site in relation to bus stops. Therefore, the proposed development would occupy an unsustainable location, contrary to Policies SWDP 2 and SWDP 4 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework.
In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents and provided the applicant with the opportunity to engage with the Council's pre-application advice service. Despite these efforts, the Council still consider that permission in principle should be refused for the reasons set out within the decision notice.
