Condition Details / Information Notes
As a consequence of their modern, utilitarian appearance, the proposed solar panels would appear as an alien and incongruous addition to the roof of a curtilage listed building, failing to respect its traditional form and character as a formerly converted agricultural barn. By virtue of their visibility within the wider locality and surrounding slopes, the development would appear visually intrusive when viewed from the public realm and would not integrate sympathetically with the existing dwelling or its wider setting. The proposal is therefore considered to result in less than substantial harm, and be contrary to policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan, as well as policies contained within section 16 of the Framework. Whilst the proposals would provide a small contribution to renewable energy generation and result in modest economic benefits, the solar panels would ultimately serve a private domestic residence, and the wider public benefits are limited. As such, the harm identified in relation to both the character of the host dwelling and the impact on the landscape setting is not outweighed by any public benefits arising from the development.

In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. Unfortunately, the submitted application is not considered to accord with policy. As a result, the Council has been unable to seek solutions to problems arising from this application as the amendments and additional information required to make the application acceptable are substantial and would be required to be submitted as a new planning application. Despite the Council’s efforts, it is considered that the current planning application should be refused for the reasons set out in the decision notice.
