Condition Details / Information Notes
Future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes and heavily reliant on a motor vehicle due to the poor standard of the local walking and cycling environment, and the location of the application site in relation to bus stops. Therefore, the proposed development would occupy an unsustainable location, contrary to Policies SWDP 2 and SWDP 4 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework.
Due to the application site’s location and the number of dwellings proposed, the proposed development would represent an extension of an existing form of residential ribbon development towards Hanley Castle, and would represent the beginning of the reduction in the space between this existing form of residential ribbon development and both the wayside dwelling (Gilberts End Cottage) and farmstead (Gilberts End Farm) located to the south-east. This would not only be contrary to the aims of Policy RE 2 of the Hanley Castle Parish Neighbourhood Development Plan (2025) which seeks to maintain the separate character and identities of both Hanley Swan and Hanley Castle through the prevention of any coalescence through ribbon development, but it would also be contrary to guidelines for development within this landscape type, which in part seek to retain the integrity of the dispersed pattern of settlement. In light of this, as a result of its location and amount, the proposed development would cause harm to the character and appearance of the local area as it would not be appropriate to and would not integrate with the character of the local landscape setting, and would fail to reinforce local distinctiveness, contrary to Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016), Policy RE 2 of the Hanley Castle Parish Neighbourhood Development Plan (2025), the South Worcestershire Design Guide Supplementary Planning Document (March 2018) and the National Planning Policy Framework.
Positive and Proactive Statement. In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents and provided the applicant with the opportunity to engage with the Council's pre-application advice service. Despite these efforts, the Council still consider that permission in principle should be refused for the reasons set out within the decision notice.
