| Before the first occupation of the two storey dwelling hereby permitted the 2(no.) first floor windows shown on the west elevation in drawing ref: p2024_031 / 04 Rev B shall be fitted with Pilkington Level 4 obscured glazing or equivalent and shall be permanently retained in that condition thereafter.
Reason - To protect the amenities of adjoining occupants from loss of privacy in accordance with policy SWDP21. |
| No construction works of any type should take place, including site clearance, demolition, or site stripping (includes archaeological investigation), or access made to the site, until a site meeting has taken place between the applicant, their chosen contractor and the council’s tree and landscape officer.
Reason: In order to ensure that the requirements of the approved tree protection measures are clearly understood by all parties involved in the construction process and to prevent existing trees/hedges from being damaged during construction work and to preserve the amenities of the locality in accordance with policies SWDP6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.

| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Ecological Appraisal report from Worcestershire Wildlife Consultancy dated July 2025 and submitted with this application. In particular:
- Adoption of a sensitive lighting scheme during construction works;
- Reasonable Avoidance Measures for nesting birds;
- Establishment and protection of a minimum of a three-metre buffer for the running ditch;
- Precautionary working measures for badgers, other mammals and herptiles;
- Enhancements to the site through the addition of bird and bat boxes and native tree and hedge planting.
Reason - To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with paragraphs 187 and 193 of the National Planning Policy Framework (NPPF) and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2017.

| Prior to the commencement of development hereby permitted, a Lighting Design Strategy for Biodiversity shall be submitted to and approved in writing by the Local Planning Authority. The strategy shall be based on Guidance Note 08/23. Bats and Artificial Lighting at Night, by the Bat Conservation Trust and ILP, and shall:
- Identify those areas/features on site that are particularly sensitive for nocturnal wildlife and that are likely to cause disturbance in or around their breeding sites and resting places or along important routes used to access key areas of their territory, for example, for foraging; and
- Show how and where external lighting will be installed and impacts of internal light spill (through the provision of appropriate lighting contour plans and technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent nocturnal animals from using their territory or having access to their breeding sites and resting places. This will include the provision of dark corridor conditions for retained trees, hedgerows and other commuting routes.
All lighting shall be installed in accordance with the specifications and locations set out in the strategy and these shall be maintained thereafter in accordance with the strategy. Under no circumstances should any other external lighting be installed without prior consent from the local planning authority.
Reason – To ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2017 and minimise impacts on protected species in accordance with SWDP 22 of the South Worcestershire Development Plan 2016.

| Details of the final Boundary Treatments shall be submitted to and approved in writing by the local planning authority. All boundary fencing shall include mammal gates/gaps to ensure permeability for small mammals. The agreed details shall be implemented thereafter.
Reason – To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site, and to ensure that the proposal harmonises with the surroundings in accordance with SWDP 21, SWDP 22 and SWDP 25 of the South Worcestershire Development Plan 2016.

| The Development hereby approved shall not be brought into use until the access, parking and turning facilities have been provided as shown on drawing p2024_31/02 Proposed Site Plan.
Reason: To ensure conformity with summited details. |
| The Development hereby approved shall not be brought into use until the visibility splays shown on drawing p2024_31/08 Vision Splays have been provided. The splays shall at all times be maintained free of level obstruction exceeding a height of 0.6m above adjacent carriageway.
REASON: In the interests of highway safety, further to policy SWDP 21. |
| The Development hereby approved shall not commence until a Construction Environmental Management Plan has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to the following:-
• Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway;
• Details of site operative parking areas, material storage areas and the location of site operatives facilities (offices, toilets etc);
• The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring.
• Details of any temporary construction accesses and their reinstatement.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved by in writing by the local planning authority.
Reason: To ensure the provision of adequate on-site facilities and in the interests of highway safety, further to policy SWDP 21. |
| The Development hereby approved shall not be occupied until the first 5 metres of both accesses into the development, measured from the edge of the carriageway, has been surfaced in a bound material.
REASON: In the interests of highway safety, further to policy SWDP 21. |
| Prior to the occupation of any part of the development hereby permitted details of renewable or low carbon energy generating facilities to be incorporated as part of the development shall be submitted to and approved in writing by the local planning authority. The details shall demonstrate that at least 10% of the predicted energy requirements of the development will be met through the use of renewable/low carbon energy generating facilities. The approved facilities shall be provided prior to any part of the development hereby permitted being first occupied or in accordance with a timetable submitted to and approved by the local planning authority as part of the details required by this condition.
Reason: To ensure the proposed development includes sufficient renewable/low carbon energy generating facilities to comply with Policy 27 of the South Worcestershire Development Plan 2016. |
| This permission does not authorise the applicant to carry out works within the publicly maintained highway since such works can only be carried out by the County Council’s Approved Contractor, Ringway Infrastructure Service who can be contacted by email
worcestershirevehicle.crossing@ringway.co.uk. The applicant is solely responsible for all costs associated with construction of the access. |
