Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – 6390.PL2 rev A Site Plan 6390.PL4 Location Plan 6390.PL1 rev C Proposed Reason: To define the permission.
Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.
The Development hereby approved shall be brought into use until the access, parking and turning facilities have been provided as shown on drawing 6390.PL2 Reason: To ensure conformity with summited details in accordance with policy SWDP4 and SWDP21 of the South Worcestershire Development Plan.
The Development hereby permitted shall not be first occupied until sheltered and secure cycle parking to comply with the Council’s adopted highway design guide has been provided in accordance with details which shall first be submitted to and approved in writing by the Local Planning Authority and thereafter the approved cycle parking shall be kept available for the parking of bicycles only. REASON: To comply with the Council’s parking standards in accordance with SWDP4 and SWDP21 of the South Worcestershire Development Plan.
A bat 'roost' is present, as such a licence will be necessary to carry out the works. Further information about species licensing and legislation can be obtained from the Species Licensing Service on 0117 3728000. If evidence of bats is found during works, work should stop immediately and Natural England must be contacted on 01453 764450 for advice on the best way to proceed.
The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Ecological Appraisal undertaken by Barns Ecology dated 17th October 2025 and submitted with this application. In particular section 2 Impacts, Enhancement and Mitigation. Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan.
The approved dwelling shall be connected to Super fast broadband prior to occupation or within a timescale agreed with the local planning authority. Reason: To ensure the proposal incorporates satisfactory telecommunication facilities in line with policy SWDP26 of the South Worcestershire Development Plan 2016
Prior to the occupation of any part of the development hereby permitted details of renewable or low carbon energy generating facilities to be incorporated as part of the development shall be submitted to and approved in writing by the local planning authority. The details shall demonstrate that at least 10% of the predicted energy requirements of the development will be met through the use of renewable/low carbon energy generating facilities. The approved facilities shall be provided prior to any part of the development hereby permitted being first occupied or in accordance with a timetable submitted to and approved by the local planning authority as part of the details required by this condition. Reason: To ensure the proposed development includes sufficient renewable/low carbon energy generating facilities to comply with Policy 27 of the South Worcestershire Development Plan 2016.
The Development hereby approved shall not be occupied until the proposed access gates have been set back 5 metres from the adjoining carriageway edge, and made to open inwards only. REASON: In the interests of highway safety in accordance with SWDP4 and SWDP21 of the South Worcestershire Development Plan.
The Development hereby approved shall not be occupied until the first 5 metres of the access into the development, measured from the edge of the carriageway, has been surfaced in a bound material. REASON: In the interests of highway safety in accordance with SWDP4 and SWDP21 of the South Worcestershire Development Plan.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing pre-application advice; * - seeking further information following receipt of the application; * - seeking amendments to the proposed development following receipt of the application; * - considering the imposition of conditions and or the completion of a s.106 legal agreement*. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. * delete as appropriate
This permission does not authorise the applicant to carry out works within the publicly maintained highway since such works can only be carried out by the County Council’s Approved Contractor, Ringway Infrastructure Service who can be contacted by email worcestershirevehicle.crossing@ringway.co.uk. The applicant is solely responsible for all costs associated with construction of the access.
Temporary fencing for the protection of all retained trees/hedges on site, and trees outside the site whose Root Protection Areas fall within the site, shall be erected at the outer limit (or beyond) of the their Root Protection Areas, in accordance with BS 5837:2012 (Trees in Relation to Design, Demolition and Construction) figure 2, before development commences, including archaeological works, site clearance, soil stripping, demolition, materials delivery, erection of site huts and access onto the site by any vehicles associated with the aforementioned actions. Where a developer can demonstrate that this is not possible, any alternative tree protection measures (including ground protection) must be agreed in writing by the local planning authority prior to the commencement of development. The approved protection measures shall remain in place until the completion of development, or in accordance with an alternate timescale to be submitted to and agreed in writing by the Local Planning Authority before the tree protection measures are removed. Nothing should be stored or placed (including soil), nor shall any ground levels be altered, within the fenced area, without the prior written consent of the local planning authority. There shall be no burning of any material within 10 metres of the extent of the canopy of any retained tree/hedge. Reason: To mitigate the risk of avoidable damage to existing trees/hedges (including their root systems) in the interest of safeguarding visual amenity and habitat in accordance with policies SWDP21 and SWDP25 of the South Worcestershire Development Plan
The development shall be carried out in with the approved ARBORICULTURAL SURVEY & IMPACT ASSESSMENT (AIA) undertaken by Focus Environmental Consultants dated November 2025. Unless indicated on the approved AIA, all existing trees and hedges on the application site, or branches from trees on adjacent land that overhang the application site, shall be retained and shall not be felled or pruned or otherwise removed. If any retained tree/hedge is removed, uprooted or destroyed or dies, replacement planting shall be carried out in the first available planting season, in accordance with details to be approved in writing by the local planning authority. Reason – To preserve the visual amenities of the surrounding natural and built environment. This is in accordance with policies SWDP21 and SWDP25 of the South Worcestershire Development Plan.
