| The holiday let unit/visitor accommodation hereby approved shall be occupied for holiday purposes only and shall not be occupied as a person or persons’ sole, or main place of residence.
Reason: The proposed unit/visitor accommodation would be situated in the open countryside, outside any defined settlement boundary where new residential development will be strictly controlled. The proposed unit/accommodation is only acceptable as a holiday let/ tourism development in accordance with policy SWDP12 and SWDP35 of the South Worcestershire Development Plan. To grant permission without such a condition would be contrary to policy SWDP2 and SWDP12 of the South Worcestershire Development Plan . |
| The owners/operators of the holiday let unit/visitor accommodation hereby approved shall maintain an up-to-date register of the names of all owners/occupiers of the unit/accommodation. This register shall be made available within 1 calendar month of a written request by the Local Planning Authority.
Reason: The proposed unit/visitor accommodation would be situated in the open countryside, outside any defined settlement boundary where new residential development will be strictly controlled. The proposed unit/accommodation is only acceptable as a holiday let/ tourism development in accordance with policy SWDP12 and SWDP36 of the South Worcestershire Development Plan. | The holiday accommodation use hereby permitted shall be restricted to the stationing of no more than 1 caravan. The caravan to be sited on the land shall comply with the definition of a caravan set down in Section 29(1) of the Caravan Sites and Control of Development Act 1960, Section 13(1) of the Caravan Sites Act 1968 and the Social Landlords (Permissible Additional Purposes) (England) Order 2006 (Definition of Caravan) (Amendment)(England) Order 2006.
Reason: To ensure the development does not have an adverse impact on the character and amenity of the area in accordance with policies SWDP21 and SWDP25 and to ensure that the accommodation are not a permanent structures in the interests of the amenities of the area and to comply with Policies SWDP2 and SWDP36 of the South Worcestershire Development Plan.

| The Development hereby approved shall not be brought into use until the parking facilities shown on Drawing LN1251-PROPOSED-SITE PLAN-4 have been provided in accordance with the approved plan. These areas shall thereafter be retained and kept available for their respective approved uses at all times.
Reason: In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway and to comply with Policy SWDP21 of the South Worcestershire Development Plan. |
| Before the development hereby permitted is first occupied/used, details of any external lighting to be provided in association with the development shall be submitted to and approved in writing by the Local Planning Authority. The details shall include times when the external lighting will not be switched on. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification) there shall be no other external lighting provided on the application site.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Ecological Appraisal report carried out by Sharpe Ecology dated December 2022 and submitted with this application. In particular:-
- In the unlikely event that any great crested newt is encountered on site during the works, it should be left in situ and works should cease until an appropriate course of action has been agreed in writing with the ecologist.
- To avoid disturbance to foraging or dispersing bats, any new light spill onto the plantation woodland and the garden house (and land between the garden house and woodland) should be avoided. This should be achieved through the design of an appropriate light scheme which:
• minimises lighting levels across the site;
• minimises upward spill of light with the use of directional lighting (angled lighting at no greater than 70°) and low level dark skies to direct light to where it is needed and away from features of conservation value (e.g. through the use of low level bollard LED lighting);
• considers the timings of lighting required, where possible avoiding lighting in the hours immediately after dusk and before dawn when bats and other nocturnal mammals are most active;
• fitting of lighting with sensors to activate only when required; and
• uses narrow spectrum lights within no UV content and low pressure sodium and warm white LED lighting, not broad spectrum lights (particularly bluewhitelight) with high UV content, white LED, high pressure sodium, metal halide or mercury lighting.
- In the unlikely event that nesting birds are encountered on site during the works, the nest should be left in situ and works should cease until an appropriate course of action has been agreed in writing with the ecologist.
-The inclusion of a bat box on east side of the new holiday lodge (facing the woodland), located as high as possible. Suitable bat boxes include Greenwood’s Ecostyrocrete Half and Half Bat Box, Schwegler 1FF bat box or Beaumaris Woodstone Bat Box.
- The planting of native trees within the grassland.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan.

| Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter.
Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016. |
| Before the first use/occupation of the development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:-
(i) a plan showing the layout of proposed tree, hedge and shrub planting and grass areas.
(ii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants.
(iii) a written specification outlining cultivation and other operations associated with plant and grass establishment.
(iv) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.
The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason: To ensure the proposed development does not have an adverse effect on the character and appearance of the area and to provide biodiversity enhancements in accordance with policies SWDP21, SWDP22 and SWDP25 of South Worcestershire Development Plan. |
| Unless otherwise agreed in writing by the Local Planning Authority, the materials to be used in the construction of the external surfaces of the holiday chalet hereby permitted shall be in accordance with the information provided on the application form and the following plans/drawings/documents –
- LN1251 - Rev B - Proposals.
Reason: To ensure that the new materials are in keeping with the surroundings and represent quality design in accordance with policies SWDP21 and SWDP25 of the South Worcestershire Development Plan.

| The development hereby permitted shall not be sold off separately from the host dwelling known as Spring Valley Farm. The development shall be for short term holiday lets only and shall not be used as an independent self contained dwelling separate from the dwelling known as Spring Valley Farm. If the holiday use of the chalet ceases or it is no longer required for such purposes, the chalet shall either be removed from the land or become ancillary accommodation to the host dwelling.
Reason: In the interests of the amenities of the existing dwellinghouse in accord with Policy SWDP21 of the South Worcestershire Development Plan and as a separate dwelling house in this location would not represent sustainable development and be contrary to the development location strategy set out in policy SWDP2 of the South Worcestershire Development Plan. |
| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
| Buildings, and particularly roofs and the spaces underneath them, are frequently used as roosting sites by bats. Bats and their 'roost' sites are protected under the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats & Species Regulations 2010, the latter of which deems them a European Protected Species. It is a criminal offence to deliberately kill or injure a bat, to disturb or destroy a bat roost or to obstruct an entrance to a roost. If evidence of bats is found, work should stop immediately and an ecological consultant contacted for advice on the best way to proceed. All contractors working on site should be made aware of the advice and provided with the contact details of a relevant ecological consultant. |
