| Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Roost Assessment report carried out by Sharpe Ecology dated July 2025 and submitted with this application. In particular: - A toolbox talk will be delivered to all site workers by the licensed ecologist, prior to the commencement of any works impacting the building. -Immediately prior to the start of site clearance/demolition works, a detailed internal and external visual inspection of the garage (using torches and endoscopes where necessary) will be carried out by a licensed ecologist. Any bats encountered will be caught by hand and removed to a bat box (e.g. Kent bat box – see Appendix C for specification) which will be located on a suitable tree within the garden (suitable tree to be identified by the on-site ecologist). This bat box will be put up prior to the commencement of construction-related works and will be located between 4-6m high, on the southwest, south or southeast side of the tree, with a clear flight path for bat entering and exiting the box. The works will then proceed immediately in strict adherence to the Bat Mitigation Class Licence conditions and the working methods described here. - Key destructive works to the garage (for example the removal timber cladding and roof tiles) will be carried out by hand and under strict supervision of the licensed ecologist. Although there are no timing constraints to works, key destructive works that could impact bats should be timed to avoid cold or adverse weather conditions, following best practice guidance. - Compensation for the loss of the common pipistrelle day roost would be the provision of a suitable integrated or external wall-mounted bat box located on the south elevation of the new extension (directly under eaves). Suitable integrated bat boxes include Build-in WoodStone Bat Box, 1FR Schwegler Bat Tube, Ibstock Enclosed Bat Box ‘B’, or Bat Access Brick (allows access to wall cavity, and a cavity chamber may need to be constructed to maintain an area free of insulating material where bats can roost), and suitable external wall-mounted bat boxes include Schwegler 1FF bat box, Beaumaris Woodstone Bat Box, 2FE Schwegler Wall-mounted bat shelter, or Low Profile Woodstone Bat Box. - Recommendations for enhancing the site for biodiversity include the provision of two integrated nest bricks within the new extension. Suitable nest bricks include swift nest boxes (such as Manthorpe Swift Box, Vivara Pro Cambridge Brick Faced Swift Nest Box or Pro UK Visible Build-In Swift Box) and house sparrow nest terrace boxes (such as Vivaro Pro WoodStone House Sparrow Nest Box or 1SP Schwegler Sparrow terrace). Nest bricks should be located high up, directly under the eaves on the north or east elevations). - a European Protected Species (EPS) Mitigation Licence will need to be obtained from Natural England before any works to the roosts can be undertaken. The site does qualify for a Bat Mitigation Class Licence (BMCL). Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan. |
| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
| The applicant must be aware of their obligations towards the public right of way as follows: - The safety of the public using the PRoW is to be ensured at all times. - The grant of planning consent does not entitle developers to obstruct a PRoW. - No disturbance of, or change to, the surface of the path or part thereof should be carried out without our written consent. - It is the landowner or occupier’s responsibility to maintain the vegetation so as not to impede public passage. - No additional barriers (e.g. gates, stiles, or fencing) may be installed on or across a PROW without prior written consent from the Highway Authority. - The width of the PROW cannot be reduced from that currently enjoyed by the public. There is no width stipulated on the path statement, it should therefore be taken as the whole width of the existing track - Clearly mark and identify PRoW on all plans. The applicant is required to include all PROW in, adjacent to, and affected by the development to enable us to assess the impact of development on a PROW. This is also in the interest of safety during construction. - Obstruction by vegetation. It is the landowner’s responsibility to maintain vegetation not to obstruct the right of way. We recommend a minimum height clearance of 3m. |
