| Future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes and heavily reliant on a motor vehicle due to the location of the application site in relation to key residential amenities, the poor standard of the local walking and cycling environment, and the limited nature of local bus services. Therefore, the proposed development would occupy an unsustainable location, contrary to Policies SWDP 2 and SWDP 4 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework. |
| The proposed development, due to its location, land use and amount, would interrupt the open nature of the space between those buildings located within the development boundary to the west of the application site and those located within the open countryside to the east of the application site. This existing gap plays a vital role in ensuring that overall, the local area continues to possess a dispersed settlement pattern. The proposed development would reduce the size of this gap and would therefore disrupt the inherent pattern of settlement dispersal within this part of the locality. As such, it is considered that the proposed development would have a detrimental impact on the character and appearance of the local area by way of its location, land use and amount, contrary to Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016), the South Worcestershire Design Guide Supplementary Planning Document (March 2018) and the National Planning Policy Framework. |
| Positive and Proactive Statement. In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents and provided the applicant with the opportunity to engage with the Council's pre-application advice service. Despite these efforts, the Council still consider that permission in principle should be refused for the reasons set out within the decision notice. |
