Condition Details / Information Notes
By virtue of its overall scale, massing, and design, the proposed extension and garage are considered to be visually dominant additions that fail to respect the modest proportions and traditional agricultural character of the host dwelling. The extension, through the introduction of a central gable, extensive glazing, and an L shaped footprint of substantial massing, would disrupt the simple, linear form of the original building and introduce a domestic architectural form that disrupts the rural character of the host. In addition, the proposed garage, while replacing an existing structure in the same location, exceeds the height of the main dwelling and results in a form that lacks subservience and appears incongruous within the historic farmstead setting. The inclusion of rooflights further reinforces a domestic appearance that is at odds with the traditional character of the site. As such, the development would not integrate sympathetically with the character of the existing dwelling and would result in harm to its overall appearance and setting. The proposal is therefore contrary to Policies SWDP 6: Historic Environment, SWDP 21: Design, and SWDP 24: Management of the Historic Environment of the South Worcestershire Development Plan, as well as Paragraph 216 of the NPPF.

In dealing with the application the Council has implemented the requirement in paragraph 38 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. Unfortunately, the submitted application is not considered to accord with policy. As a result, the Council has been unable to seek solutions to problems arising from this application as the amendments and additional information required to make the application acceptable are substantial and would be required to be submitted as a new planning application. Despite the Council’s efforts, it is considered that the current planning application should be refused for the reasons set out in the decision notice.
