| The site is not currently or has not been part of an established agricultural unit for a period of at least 10 years. In addition the building, has, or is being, used for non agricultural purposes in the form of storage in connection with the applicants former business as evidence by photographs within the applicants structural survey and the Councils enforcement history files. As such, it is considered that the proposed change of use does not constitute permitted development under Class Q of Schedule 2, Part 3 of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). |
| Notwithstanding the above reason for refusal insufficient information has been submitted to demonstrate that the existing building is already suitable for conversion. In particular the submitted Structural Survey states that an in-depth survey at the detailed design stage of any future conversion scheme proposals will inform if any structural alterations or additions that may be necessary to effect the changes proposed to make the conversion into a habitable structure possible. The updated guidance at Paragraph 105 Reference ID: 13-105-20180615 clearly states that "it is not the intention of the permitted development right to allow building work which would go beyond what is reasonably necessary for the conversion of the building to residential use and it is only where the existing building is already suitable for conversion to residential use that the building would be considered to have the permitted development right.” As such, it is considered that the proposed change of use does not constitute permitted development under Class Q of Schedule 2, Part 3 of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended). |
