Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – 1330/PE SHELTER, 1330/PE, 1330/PP Rev.A, 1330/SPLP A1 Rev.A. Reason: To define the permission in accordance with policies SWDPR01 and SWDPR03 of the South Worcestershire Development Plan Review 2026 and the National Planning Policy Framework.
Prior to the first use of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDPR39 of the South Worcestershire Development Plan Review 2026.
The proposed change of use hereby permitted must be carried out in strict accordance with the details set out in the submitted Operation Management Plan in the "Flood Risk Management" section. Reason: To ensure that an appropriate flood impact mitigation procedure is provided to serve the use in accordance with policy SWDPR38 of the South Worcestershire Development Plan Review 2026.
All planting outlined within the plan "1330/SP/LP/A1 E" shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner. The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species. Reason: In the interest of preserving the landscape of the application site and to provide an enhancement to the on-site biodiversity in accordance with SWDPR 29 and 34
Prior to the first use of the land hereby approved for a dog walking park, the enhancements listed within the plan "1130/SPLP/A1 E" shall be erected in accordance with the positions set out within the plan. These enhancement measures shall be retained thereafter. The enhancements include the following: - Bat boxes 1 & 2 - Nest Bird Boxes 1 & 2 - Log pile - Robin/ Wren Box Reason: In the interests of enhancing the local biodiversity and supporting protected species in accordance with policy SWDPR 29.
The development hereby permitted shall be carried out in strict accordance with the precautionary working methods and safeguarding specified in the Preliminary Ecological Appraisal carried out by Focus Environmental Consultants dated May 2025 and the EMCEMS carried out by JCA LTD submitted July 2026 with this application. Reason: To ensure the protection and enhancements of local biodiversity and ecology in accordance with policies SWDPR 29 of the South Worcestershire Development Plan Review.
Notwithstanding the submitted plans and details, no external lighting, including floodlighting, security lighting, or any other form of artificial external illumination, shall be installed, erected, or operated within the application site unless full details of a proposed external lighting scheme have first been submitted to and approved in writing by the Local Planning Authority Reason: In order to safeguard the character and appearance of the surrounding landscape, in accordance with Policy SWDPR34; and to protect the amenity of nearby residential occupiers and local wildlife from light pollution, glare, and disturbance, in accordance with Policy SWDPR29 and SWDPR35
The use hereby approved shall not be operated outside of the hours of: Monday to Sunday – 08:00am to 07:00pm Reason: To ensure the proposal preserves residential amenity and to prevent unacceptable noise pollution to the detriment of human health contrary to policies SWDPR28 and SWDPR35 of the South Worcestershire Development Plan Review.
The use hereby approved shall be carried out in strict accordance with the operational management plan document. Notably the dog walking park shall be operated through the following: - Booking system - Waste to be removed by a licensed commercial waste disposal company - The siting of a 24-hour contact number for complaints Reason: In the interests of managing traffic to the site, an acceptable waste procedure and the management of potential impacts on residential amenity in accordance with policy SWDPR 06 and 35 of the South Worcestershire Development Plan Review.
The dog walking park hereby approved shall be carried out in strict accordance with the noise mitigation measures set out within the noise management plan. Reason: In the interests of mitigating noise impacts on residential amenity in accordance with policy SWDPR 28 and 35 of the South Worcestershire Development Plan Review.
The Development hereby approved shall not be brought into use until the access, parking and turning facilities have been provided as shown on drawing 1330/PP. Reason: To ensure conformity with summited details.

In dealing with this application, the Council has worked with the applicant in the following ways:- - seeking further information following receipt of the application; - considering the imposition of conditions In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. * delete as appropriate
This permission does not authorise the applicant to carry out works within the publicly maintained highway since such works can only be carried out by the County Council’s Approved Contractor, Ringway Infrastructure Service who can be contacted by email worcestershirevehicle.crossing@ringway.co.uk. The applicant is solely responsible for all costs associated with construction of the access.
