| The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – GL.02.25 Proposed Roof Plan GL.01.25 Proposed GL.02.24 Existing Block Plan and Location plan Reason: To define the permission. |
| Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the a Preliminary Ecological Appraisal undertaken by Countryside Consultants Ltd dated 17/02/2025 and submitted with this application. In particular:- - prior to removal of any roof materials a pre-commencement emergence survey will be carried out under optimal conditions between May and September as set out in Bat Surveys – Good Practice Guidance for Professional Ecologists (Collins 2023) by a suitably qualified ecologist - prior to removal of any roof materials, an internal inspection of the structure will be carried out by a suitably qualified ecologist to confirm absence of any use of the interior by bats; - prior to removal of any roof materials, a letter of confirmation summarising the survey, including dates, surveyors, findings and any limitations encountered will be submitted to the local planning authority; - where any evidence of a roost is found, removal of any roof materials will be delayed until further surveys to characterise the roost and a European Protected Species Mitigation Licence has been obtained; - the removal of roof materials exposing the verges on both gable ends will be carried out carefully by hand under the supervision of a licensed ecologist - woodstone bat tube or box mounted inside the wall on the south gable end beneath the apex; -woodstone swift box mounted inside the wall on the north gable end beneath the apex. Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan. |
| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
| Buildings are frequently used as roosting sites by bats. Bats and their 'roost' sites are protected under the 1981 Wildlife and Countryside Act and the Habitat Regulations 1994, the latter of which deems them a European Protected Species. It is a criminal offence to recklessly disturb or destroy a bat 'roost'. Where a bat 'roost' is present a licence might be necessary to carry out the works. Further information about species licensing and legislation can be obtained from the Species Licensing Service on 0117 3728000. If evidence of bats is found during works, work should stop immediately and Natural England must be contacted on 01453 764450 for advice on the best way to proceed. |
