Condition Details / Information Notes
Removal of condition 2 (occupancy restriction) of planning permission MH 271/86 would allow permanent residential occupation of a site in an an open countryside location. Future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes due to an inadequate number of key services being located within walking distance of the application site and an infrequent local bus services. As such, future occupiers would be heavily reliant on a private vehicle. Therefore, the proposed development would occupy an unsustainable location, contrary to Policy SWDP 4 of the South Worcestershire Development Plan (2016) and Chapters 2, 8 and 9 of the National Planning Policy Framework.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- seeking further information following receipt of the application. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
