By virtue of its form and design, the proposal would not represent high quality design that would integrate effectively with the host dwelling, and would fail to respond to, or integrate successfully within the immediate locality, thus creating a visually dominant and incongruous feature within the street scene. The proposal is therefore contrary to policy SWDP21 and SWDP25 of the South Worcestershire Development Plan, the principles of the South Worcestershire Design Guide SPD 2018, policy MKD3 of the Martley, Knightwick and Doddenham Neighbourhood Development Plan 2015-2030 as well as guidance contained within Section 12 of the Framework.

Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - providing pre-application advice. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
