Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – Proposed – Site Plan – Dwg No. 2294-05B Site Location Plan – Dwg No. 2294-06 Existing and proposed – block plan – Dwg No. 2294-07A Proposed – joinery details – Dwg No. 2294-09 Proposed – site sections – Dwg No. 2294-08B Proposed – Garden Room and storage over – Dwg No. 2294-04C Reason: To define the permission.
Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.
The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Bat Survey Report carried out by Dr. Stefan Bodnar dated 24th March 2025 and submitted with this application. In particular:- - As an enhancement for the development 1x bat box and 1x house sparrow terrace will be installed on the proposed garage and proposed garden room. - No external lighting shall be installed unless it complies fully with the lighting guidance contained within the report, to ensure protection of roosting and foraging bats. Reason: To ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2010, and to minimise impacts on protected species. This will also ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area, in accordance with Policy SWDP22 of the South Worcestershire Development Plan.
The materials to be used in the construction of the external framing and surfaces of the PV panels hereby permitted shall be matte black in colour and shall correspond to the specified panel type Aiko Neostar 3S+ 470W N-Type ABC, Gen 3, 54 Cell, Dual-Glass, as indicated in Dwg No. 2294-08B. The panels shall be recessed into the roof slope, flush with the roof surface. Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.
The garage development hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as The Manor House. The development shall not be used as an independent self-contained dwelling separate from the dwelling known as The Manor House. Reason: To preserve the amenities of the locality in accord with Policy SWDP21 of the South Worcestershire Development Plan and as a separate dwelling house in this location would not represent sustainable development and be contrary to the development location strategy set out in policy SWDP2 of the South Worcestershire Development Plan.
The Development hereby approved shall not be brought into use until the access, parking and facilities have been provided as shown on drawing 2294-05B Proposed Site Plan Reason: To ensure conformity with summited details.
The Development hereby approved shall not commence until a Construction Environmental Management Plan has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to the following:- • Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway; • Details of site operative parking areas, material storage areas and the location of site operatives facilities (offices, toilets etc); • The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring. • Details of any temporary construction accesses and their reinstatement. The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved by in writing by the local planning authority. Reason: To ensure the provision of adequate on-site facilities and in the interests of highway safety.
The Development hereby approved shall not be occupied until the first 5 metres of the access into the development, measured from the edge of the carriageway, has been surfaced in a bound material. REASON: In the interests of highway safety.
This permission does not authorise the applicant to carry out works within the publicly maintained highway since such works can only be carried out by the County Council’s Approved Contractor, Ringway Infrastructure Service who can be contacted by email worcestershirevehicle.crossing@ringway.co.uk The applicant is solely responsible for all costs associated with construction of the access.
Drainage arrangements shall be provided to ensure that surface water from the driveway and/or vehicular turning area does not discharge onto the public highway. No drainage or effluent from the proposed development shall be allowed to discharge into any highway drain or over any part of the public highway.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application.
