Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – Drg no. HT001 – Existing Floor Plans and Elevations Drg no. HT002 – Proposed Floor Plans and Elevations Drg no. HT003 – Existing Block Plan Drg no. HT004 – Proposed Block Plan Drg no. HT005 – Location Plan Reason: To define the permission.
Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.
The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Bat Roost Assessment Survey report carried out by Aware Ecology dated 7th July 2025 and submitted with this application. In particular:- -Obtain a European Protected Species Licence from Natural England prior to commencement of works. - All works to be undertaken under EPSL supervision by a licensed bat ecologist or Accredited Agent. - A Precautionary Working Method Statement must be followed, and all contractors made aware of legal obligations. - Careful removal of roof and soffit materials, with checks for bats as they are lifted. - Temporary bat box provision to be installed before works begin to provide alternative roosting opportunities. - Avoid works during maternity (summer) or hibernation (winter) periods where feasible. - Implement a sensitive lighting strategy in line with Bat Conservation Trust guidance (low-level, directional lighting, use of timers/sensors, avoidance of light spill on eaves, rooflines, and linear features). - Avoid the use of breathable roofing membranes; traditional Type 1F felt only to be used. - Any new/exposed cavities to be securely closed at the end of each working day to prevent opportunistic bat use. - Maintain and enhance surrounding tree cover and linear features to preserve bat commuting/foraging routes. - If bats are found unexpectedly, works in that area must stop immediately, and advice sought from a licensed ecologist. - Works affecting buildings, trees, or vegetation to be undertaken outside the bird nesting season (March–August inclusive), or subject to a pre-works nesting bird check by a suitably qualified ecologist. - If active nests are found, works must stop and a 10m buffer maintained until nesting is complete. - Install two external bat boxes on suitable aspects (3–5m height, SE–SW orientation, unlit). - Incorporate bat access tiles/crevices into the proposed extension. - Install two swift bricks in the new building fabric. Install two bird boxes (open-fronted and enclosed types) in suitable, sheltered positions at approx 3m height. - Ensure site lighting design follows ecological best practice, retaining dark corridors for commuting and foraging bats. Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan.
Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary.
