| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents –
- Plan MAB 1
- Plan MAB 3(A)
- Plan MAB 4(A)

| Before the first use/occupation of the development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:-
(i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread.
(ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas.
(iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants.
(iv) a written specification outlining cultivation and other operations associated with plant and grass establishment.
(v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.
The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework. |
| Before the first use/occupation of the development hereby permitted details of a precise specification of the proposed materials for the hard landscaping of the site (including roads, paths, parking areas and other hard surfaces) shall be submitted to and approved in writing by the local planning authority. The hard landscaping of the site shall be completed before the first use/occupation of the development hereby permitted. Development shall be carried out in accordance with the approved details.
Reason - To ensure the proposed development represents high quality design and does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework. |
| Before the first use/occupation of the development hereby permitted a plan indicating the positions, design, materials and type of boundary treatment to be erected shall be submitted to and approved in writing by the local planning authority. The boundary treatment shall be completed before the first use/occupation of the development hereby permitted. Development shall be carried out in accordance with the approved details.
Reason - To protect the amenities of properties and ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework. |
| The Development hereby approved shall not be brought into use until the access, parking and turning facilities have been provided as shown on drawing PLAN MAB 1 (proposed block plan).
Reason - To ensure the provision of suitable access, parking and turning facilities and to maintain highway and pedestrian safety in accordance with Policy SWDP 4 of the South Worcestershire Development Plan (2016), the Worcestershire County Council Streetscapes Design Guide (2022) and the National Planning Policy Framework. |
| The development hereby permitted shall not be occupied/first used until full details of all surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter.
Reason - To ensure development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP 28, SWDP 29 and SWDP 30 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework. |
| No building operations hereby permitted shall commence until details of the materials to be used in the construction of the external surfaces of the live/work unit hereby approved, have been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.
Reason: In order to ensure that the new materials are in keeping with the surrounding area and represent quality design in accordance with Policy SWDP 21 of the South Worcestershire Development Plan (2016), the South Worcestershire Design Guide Supplementary Planning Document (2018) and the National Planning Policy Framework.

| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Ecological Appraisal and Biodiversity Net Gain Assessment report carried out by Sharpe Ecology, dated June 2025 and submitted with this application. In particular:
- Precautionary working measures for hedgehogs;
- Enhancement for birds through the provision of a suitable bird box (such as a sparrow terrace);
- Enhancement for bats through the provision of a suitable wall-mounted or integrated bat box;
- The inclusion of hedgehog holes/highways in any proposed post-development fencing.
Reason – To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with paragraphs 109 and 118 of the National Planning Policy Framework (NPPF) and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended), the Conservation of Habitats and Species Regulations 2017 and SWDP 22 of the South Worcestershire Development Plan 2016. |
| Details of the type and location of proposed bat and bird boxes shall be submitted to and approved in writing by the local planning authority prior to first use/occupation of the development hereby approved. The approved boxes shall be installed prior to first use/occupation of the development.
Reason - To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with paragraphs 109 and 118 of the National Planning Policy Framework (NPPF) and to ensure compliance with the Wildlife and Countryside Act 1981 (as amended), the Conservation of Habitats and Species Regulations 2017 and SWDP 22 of the South Worcestershire Development Plan 2016. |
| The approved Biodiversity Gain Plan required by paragraph 13 of Schedule 7A of the Town and Country Planning Act 1990 shall be implemented in accordance with the details and timescale agreed within the plan and maintained thereafter in accordance with the approved Landscape and Ecological Management Plan (LEMP).
Reason - To ensure that the proposed development delivers a biodiversity net gain in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDP 22 of the South Worcestershire Development Plan 2016. |
| Prior to the commencement of the development hereby approved, a Landscape and Ecological Management Plan (LEMP) shall be submitted to and agreed in writing by the Local Planning Authority. The content of the LEMP shall be based on the recommendations made in the Preliminary Ecological Appraisal and Biodiversity Net Gain Assessment report from Sharpe Ecology, dated June 2025, the approved landscaping scheme and informed by a Biodiversity Net Gain assessment and associated metric calculations, and shall maintain this after implementation. It shall include the following:
- Description and evaluation of the features to be managed;
- Ecological trends and constraints on site that might influence management;
- Aims and objectives of management;
- Appropriate management options for achieving aims and objectives
- Prescriptions for management actions;
- Preparation of a work schedule, including an annual work plan capable of being rolled forward over a five-year period and for a minimum of 30 years thereafter;
- Details of the body or organisation responsible for implementation of the plan;
- On-going monitoring and remedial measures.
The plan shall also set out where the results of the monitoring show that conservation aims and objectives of the LEMP are not being met, how contingencies and/or remedial action will be identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme. The LEMP will be implemented in accordance with the approved details.
Reason – To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site, and to ensure that the proposal harmonises with the surroundings in accordance with policies SWDP 21, SWDP 22 and SWDP 25 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.

| The residential floor space of the live/work unit hereby approved shall not be occupied other than by a person solely or mainly employed, or last employed in the business occupying the business floor space of the associated unit, a widow or widower of such a person, or any resident dependants.
Reason - To ensure that the development is occupied and used in accordance with policy SWDP 8 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework. |
| Notwithstanding the provisions of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), the live/work unit hereby approved shall not be extended or enlarged.
Reason - In order to ensure compliance with Policy SWDP 8 of the South Worcestershire Development Plan (2016) and to enable the Local Planning Authority to retain adequate control over such extensions/ enlargements in the interests of sustainable development. |
| The work element floor space of the live/work unit hereby permitted shall be completed and made available for use before the residential floor space is first occupied and the residential use shall not precede commencement of the business use.
Reason - To ensure that the development accords with Policy SWDP 8 and is sustainable in accordance with Policy SWDP 4 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework. |
| The business floor space of the live/work unit hereby approved shall only be used as a serviced livery with the training and exercising of horses.
Reason - To ensure that the development accords with Policy SWDP 8 and is sustainable in accordance with Policy SWDP 4 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework. |
| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
| The effect of paragraph 13 of Schedule 7A of the Town and Country Planning Act 1990 is that planning permission granted for the development of land in England is deemed to have been granted subject to the condition (“the biodiversity gain condition”), that development may not begin unless:
- A Biodiversity Gain Plan has been submitted to the local planning authority; and
- The planning authority has approved the plan.
Subject to Paragraph 14(2) of Schedule 7A of the Town and Country Planning Act 1990, the Biodiversity Gain Plan must include:
- Information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the on-site habitat and any other habitat;
- The pre-development biodiversity value of the on-site habitat;
- The post-development biodiversity value of the on-site habitat.
