| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

| The holiday let unit/visitor accommodation hereby approved shall not be occupied as a person or persons’ sole, or main place of residence.
Reason: The proposed accommodation is only acceptable as a holiday let in accordance with policy SWDPR 45 of the South Worcestershire Development Plan Review 2026. |
| The owners/operators of the holiday let unit/visitor accommodation hereby approved shall maintain an up-to-date register of the names of all owners/occupiers of the unit/accommodation. This register shall be made available within 1 calendar month of a written request by the Local Planning Authority.
Reason: The proposed unit/accommodation is only acceptable as a holiday let in accordance with SWDPR 45 of the South Worcestershire Development Plan Review 2026. |
| Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter.
Reason: To ensure development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDPR 38, SWDPR 39 and SWDPR 40 of the South Worcestershire Development Plan Review. |
| Prior to the first occupation of the visitor accommodation hereby approved secure parking for cycles to comply with the Council’s standards shall be provided within the application site and this facility shall thereafter be retained for the parking of cycles only.
Reason: To promote sustainable travel and reduce car dependence in accordance with policies SWDPR06 and SWDPR28 and to satisfy criterion iv. of SWDPR 46 of the South Worcestershire Development Plan Review 2026. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations made in respect to mammals set out in paragraph 5.6 of the Preliminary Ecological Appraisal & Biodiversity Net Gain Assessment report produced by Sharpe Ecology, dated June 2025 and submitted with this application.
Reason- To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with polices SWDPR 29 of the South Worcestershire Development Plan Review, paragraphs 187 and 193 of the National Planning Policy Framework (NPPF). |
| No external lighting shall be provided other than the maximum of one external LED down-lighter above or beside each external door (and below eaves height) with a Corrected Colour Temperature not exceeding 2700K and brightness under 500 lumens. Every such light shall be directed downwards with a 0 degree tilt angle and 0% upward light ratio and shall be controlled by means of a PIR sensor with a maximum over-run time of 1 minute. The lighting shall be maintained thereafter in accordance with these details.
Reason – To ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2017 and minimise impacts on protected species in accordance with SWDPR 29 of the South Worcestershire Development Plan Review 2026.

| Prior to the installation of the south-facing glazing sited on the rear elevation, details of the trade description, type and colour of the glazing shall be submitted to the Local Planning Authority Following written confirmation by the Local Planning Authority, The approved glazing details shall be implemented prior to the first use/ occupation of the development and retained thereafter.
Reason: To mitigate the impacts of internal lighting on potential habitats for nocturnal wildlife and the Leigh Brook Local Wildlife Site in accordance with policy SWDPR 29. |
| Prior to their installation on the development hereby permitted, details confirming the number, type and location of enhancement features for protected species such as bird, bat, invertebrate and hedgehog boxes shall be submitted to and approved in writing by the Local Planning Authority. The approved features shall be installed in accordance with the approved details prior to the first occupation/use of the development hereby approved and retained thereafter.
Reason- To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with policy SWDPR29 of the South Worcestershire Development Plan Review, paragraphs 187 and 193 of the National Planning Policy Framework (NPPF). |
| The approved Biodiversity Gain Plan required by paragraph 13 of Schedule 7A to the Town and Country Planning Act 1990 shall be implemented in accordance with the details and timescale agreed within the Plan and maintained thereafter in accordance with the approved Habitat Management and Monitoring Plan (HMMP).
Reason: To ensure that the proposed development delivers a biodiversity net gain in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDPR 29 of the South Worcestershire Development Plan Review 2026.

| The development shall not commence until a Habitat Management and Monitoring Plan (HMMP) has been prepared in accordance with the approved Biodiversity Gain Plan and approved landscaping scheme and has been submitted to and approved in writing by the local planning authority. The HMMP will be based on the recommendations made in the Biodiversity Net Gain Assessment report from Focus Environmental Consultants dated August 2025 and shall include:
- A non-technical summary;
- The roles and responsibilities of the people or organisation(s) delivering the HMMP;
- The planned habitat creation and enhancement works to create or improve habitat to achieve biodiversity net gain in accordance with the approved Biodiversity Gain Plan;
- The management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion of the development; and
- The monitoring methodology and frequency in respect of the created or enhanced habitat to be submitted to the local planning authority. Notice in writing shall be given to the council when the habitat creation and enhancement work as set out in the HMMP have been completed.
The created and enhanced habitat specified in the approved HMMP shall thereafter be managed and maintained in accordance with the approved HMMP. Monitoring reports shall be submitted to the local planning authority in writing in accordance with the methodology and frequency specified in the approved HMMP. The plan shall also set out where the results of the monitoring show that conservation aims and objectives of the HMMP are not being met, how contingencies and/or remedial action are identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme.
Reason – To ensure that the development delivers a biodiversity net gain on site in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDPR 29 of the South Worcestershire Development Plan Review 2026.

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:
- completion of a Section 106 Legal Agreement
- seeking further information following receipt of the application;
- amendments to the proposed scheme
In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. |
| The effect of paragraph 13 of Schedule 7A of the Town and Country Planning Act 1990 is that planning permission granted for the development of land in England is deemed to have been granted subject to the condition (“the biodiversity gain condition”) that development may not begin unless:
- A Biodiversity Gain Plan has been submitted to the local planning authority; and
- The planning authority has approved the plan.
Subject to Paragraph 14(2) of Schedule 7A of the Town and Country Planning Act 1990, the Biodiversity Gain Plan must include:
- Information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the on-site habitat and any other habitat;
- The pre-development biodiversity value of the on-site habitat;
- The post-development biodiversity value of the on-site habitat.

| The internal glazing to be applied on the south-facing elevation shall be made to reduce the impact of internal lighting. Glazing could utilise low-transmittance, tinted, or solar control glass (often measured by Visible Light Transmission, or VLT) to demonstrate that light spill shall be reduced to the south of the proposed development.
Any bat boxes to be installed on the proposed building should be sited away from windows as much as possible, as well as maintaining a high position where sunlight may still provide warmth and there is an ease of movement from nearby potential habitats such as hedgerows and trees. |
