| The settlement limits of Lower Broadheath in this area are well defined by the extent of existing development which is for the most part to the north east of the B4204 Martley Road. The application site is distinctly separate from the built up area to the north east of the Martley Road and would appear unrelated to it and out of keeping with the dispersed settlement pattern to the south west. The development could not be absorbed within the surrounding landscape without having a significant adverse landscape and visual impact and this harm could not be overcome through further consideration at the technical details stage. The proposal is therefore contrary to policies SWDP2, SWDP21 and SWDP25 of the South Worcestershire Development Plan and also contrary to the guidance set out in the NPPF paragraph 135. |
| The development would not conserve or enhance the landscape setting of the designated heritage asset known as Christ Church (a Grade II listed building) and it is not considered that the harm identified to the setting of this heritage asset is outweighed by any public benefits of the proposal. The development is therefore contrary to policies SWDP6, and SWDP24 of the South Worcestershire Development Plan as well as failing to meet with the requirements of the NPPF paragraphs 206 & 208. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing policy information regarding the appropriate locations for new housing for the public to view. in such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 38 of the NPPF. |
