| The application site is located in the open countryside where sustainable travel choices are limited. Furthermore, as the site is poorly related to local services, this would increase the need for journeys to be made by the private motor vehicle. As such the proposal would not be sustainable in terms of location and is contrary to Policies SWDP1, SWDP2, SWDP4 and SWDP8 of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework, Chapter 9, particularly paragraph 114 that require development to minimise the demand for travel and offer genuinely sustainable travel choices. |
| The proposal fails to accord with SWDP 18 in that the existing dwelling is a mobile home. In addition the proposed replacement dwelling is considered disproportionately larger than the existing at over 8 metres in height and exceeds the original footprint by more than 30%. Notwithstanding the above there is no legal mechanism in place to ensure that the existing mobile homes are removed from site. As such the proposal fails to accord with SWDP 18 criteria i, iii, & iv. |
| The existing buildings proposed for the work element of the live work scheme are not considered fit for purpose without significant adaptation and alteration, details of which have not been provided. In addition, the repair of vehicles as described in the application documents would constitute a B2 use. The sites proximity to existing residential properties and associated vehicle movements would result in noise nuisance to those receptors. The applicant's proposal is not informed by a noise assessment, the existing buildings are inadequate for such a use and the application fails to consider whether any appropriate mitigation could be undertaken to address the likely adverse impact and consequent loss of residential amenity arising from the proposed use. Accordingly, the proposal is contrary to Policies SWDP 8 and SWDP31 (A) of the South Worcestershire Development Plan and paragraph 191 of the NPPF. |
| The proposed live-work unit would, by reason of its height, layout and appearance not represent good design or integrate effectively with the surrounding rural landscape and would result in harm to the character and appearance of the area. Accordingly the proposal would be contrary to Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan and the National Planning Policy Framework (NPPF). |
| The proposed live unit would, by reason of its height, design and siting, appear incongruous and would be seen in conjunction with Hillhampton House, a Grade II* listed building, when viewed from its curtilage. In addition, the noise generated by the work element has the significant potential to harm the setting of the designated heritage asset. Accordingly, the proposal would lead to less than substantial, but nonetheless unacceptable, harm to the setting of the aforementioned neighbouring designated heritage asset contrary to polices SWDP 6 and 24 & paragraph 210 of the NPPF. |
