| The development hereby approved shall be implemented in accordance with the approved glazing and ventilation details submitted with the application. Namely, the development shall use the following glazing and ventilation products:
- Pilkington Optiphon (35dB + Ctr)- insulating glass units comprising 6mm / 16mm argon airgap /6.8mm Pilkington Optiphon
- 42dB + Ctr (Greenwood 2500EA AC1) acoustic ventilation
The development shall thereafter be maintained in accordance with the approved details.
Reason: In order to ensure that the development provides a suitable overall living environment in accordance with policies SWDP 21 and SWDP 31 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework.

| Before the first occupation of the development hereby permitted a plan indicating the positions, design, materials and type of boundary treatment to be erected shall be submitted to and approved in writing by the local planning authority. The boundary treatment shall be installed prior to first occupation of the dwelling in accordance with the approved plan and retained thereafter.
Reason - To protect the amenities of the occupiers of surrounding properties and to ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016), the South Worcestershire Design Guide Supplementary Planning Document (2018) and the National Planning Policy Framework. |
| No building operations above slab floor level shall take place until details of the materials to be used in the construction of the external surfaces of the dwelling hereby approved, have been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.
Reason: In order to ensure that the new materials are in keeping with the surrounding area and represent quality design in accordance with Policy SWDP 21 of the South Worcestershire Development Plan (2016), the South Worcestershire Design Guide Supplementary Planning Document (2018) and the National Planning Policy Framework. |
| The Development hereby approved shall not be brought into use until the access, parking and turning facilities have been provided as shown on drawing PR/SP01- Rev. 2.
Reason - To ensure the provision of suitable access, parking and turning facilities and to maintain highway and pedestrian safety in accordance with Policy SWDP 4 of the South Worcestershire Development Plan (2016), the Worcestershire County Council Streetscapes Design Guide (2022) and the National Planning Policy Framework.

| The Development hereby approved shall not be occupied until the first 5 metres of the access into the development, measured from the edge of the carriageway, has been surfaced in a bound material.
Reason - To ensure the provision of a suitably surfaced access and to maintain highway and pedestrian safety in accordance with Policy SWDP 4 of the South Worcestershire Development Plan (2016), the Worcestershire County Council Streetscapes Design Guide (2022) and the National Planning Policy Framework.

| Prior to first occupation of the dwelling hereby approved, details of proposed sheltered and secure cycle parking shall be submitted to and approved in writing by the Local Planning Authority. The approved cycle parking shall be implemented prior to first occupation of the dwelling and retained thereafter.
Reason: To ensure the provision of sheltered and secure cycle parking and to encourage the use of sustainable modes of transport in accordance with Policy SWDP 4 of the South Worcestershire Development Plan (2016), the Worcestershire County Council Streetscapes Design Guide (2022) and the National Planning Policy Framework.

| The Development hereby approved shall not commence until a Construction Environmental Management Plan has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to the following:-
- Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway;
- Details of site operative parking areas, material storage areas and the location of site operatives facilities (offices, toilets etc);
- The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring;
- Details of any temporary construction accesses and their reinstatement.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved in writing by the local planning authority.
Reason: To ensure the provision of adequate on-site facilities in the interests of highway and pedestrian safety, in compliance with Policies SWDP 4 and SWDP 21 of the South Worcestershire Development Plan (2016), the Worcestershire County Council Streetscapes Design Guide (2022) and the National Planning Policy Framework.

| No development shall take place until an Ecological Mitigation and Enhancement Scheme (EMES) has been drawn up by a suitably qualified ecologist and has been submitted to and approved in writing by the Local Planning Authority. The scheme shall incorporate the following information on mitigation and enhancement measures for protected species:
- Works conducted in avoidance of the breeding and nesting season for birds (March to August, inclusive);
- If this period is unavoidable, a pre-commencement site inspection of the suitable nesting habitat must be conducted by a suitably qualified ecologist who will set guidance based on the findings;
- Construction works to take place in daylight hours only with the adoption of a sensitive lighting scheme during the construction and site clearance periods;
- Any excavations or trenches dug during the construction period and left overnight should be infilled or include a means of escape for any animal that becomes trapped (e.g. ramps);
- In the event that a hedgehog is discovered, all works must cease, and the individual must be moved carefully with a gloved hand to a safe location at a safe distance from the development area;
- If a hibernating hedgehog is encountered, it should be left in situ if possible, or in cases where individuals are at risk of harm, they should be taken to a suitable animal welfare sanctuary for the remainder of the construction period before re-releasing on the completed development site;
- Details on the proposed trees and hedgerows, including species, planting strategy and management measures
- The installation of one or more bat and/or bird boxes on the proposed dwelling at a suitable mapped location with specifications and models provided.
The EMES shall be implemented in accordance with the approved details and timetable and all features shall be retained in that manner thereafter.
Reason – To ensure that the proposed development contributes to the conservation and enhancement of biodiversity within the site and for the wider area in accordance with Policy SWDP 22 of the South Worcestershire Development Plan (2016) and paragraphs 187, 192 and 193 of the National Planning Policy Framework (NPPF). |
| A Lighting Design Strategy for Biodiversity shall be submitted to and approved in writing by the Local Planning Authority prior to first occupation of the dwelling hereby approved. The strategy shall be based on Guidance Note 08/23 Bats and Artificial Lighting at Night, by the Bat Conservation Trust and ILP, and shall include the following:
a) Identification of the areas/features on site that are particularly sensitive for bats and that are likely to cause disturbance in or around their breeding sites and resting places, or along important routes used to access key areas of their territory, for example, for commuting; and
b) Show how and where external lighting will be installed (through the provision of appropriate lighting contour plans and technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory or having access to their breeding sites and resting places.
All external lighting shall be installed in accordance with the specifications and locations set out in the strategy, and these shall be maintained thereafter in accordance with the strategy. Under no circumstances should any other external lighting be installed.
Reason – To ensure compliance with the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats and Species Regulations 2017 and to minimise impacts on protected species in accordance with policy SWDP 22 of the South Worcestershire Development Plan 2016 and the National Planning Policy Framework.

| The development hereby approved shall not commence until details relating to how the hedgerow along the site’s northern boundary will be protected during the construction process, have been submitted to and approved in writing by the Local Planning Authority. The approved details shall be complied with in full during the construction of the development hereby approved.
Reason: To ensure that local green infrastructure is protected and conserved during the construction process, in compliance with Policies SWDP 5, SWDP 21, SWDP 22 and SWDP 25 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework. |
| No building operations above slab floor level shall take place until a scheme of landscaping has been submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include a plan detailing the disposition of planting, cross referenced to a schedule listing the species, size at time of planting, number of plants proposed or proposed planting density. The approved scheme shall be carried out in accordance with a timetable submitted to and agreed in writing by the Local Planning Authority.
If within a period of five years from the date of the planting of any tree, shrub or hedging plant planted pursuant to this condition, that tree, shrub or hedging plant, or any tree, shrub or hedging plant planted in replacement for it, is removed, uprooted or destroyed or dies, or becomes, in the opinion of the Local Planning Authority, seriously damaged or defective, poorly established or moribund, another tree, shrub or hedging plant of the same species and size as that originally planted shall be planted at the same place, unless the Local Planning Authority gives its written approval to any variation.
Reason: To ensure the environment of the development is improved and enhanced and does not have an adverse effect on the character and appearance of the area, in accordance with Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016), the South Worcestershire Design Guide Supplementary Planning Document (2018) and the National Planning Policy Framework.

| No building operations above slab floor level shall take place until drainage plans for the disposal of foul and surface water flows have been submitted to and approved in writing by the Local Planning Authority. The drainage scheme shall be implemented in accordance with the approved details prior to first occupation of the development.
Reason: To ensure that the development is provided with a satisfactory means of drainage, to reduce the risk of creating or exacerbating a flooding problem and to minimise the risk of pollution in compliance with Policies SWDP 28, SWDP 29 and SWDP 30 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework.

| Prior to first occupation of the dwelling hereby approved, details of measures to be used in order to ensure that the non-recycled water use per person will not exceed 110 litres per day shall be submitted to and approved in writing by the local planning authority. The approved measures shall be implemented prior to first occupation of the dwelling in accordance with the approved details and retained thereafter.
Reason: To ensure that the development is water efficient in accordance with Policy SWDP 30 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework.

| Prior to first occupation of the dwelling hereby approved, details of how at least 10% of predicted energy requirements will be generated from renewable or low carbon sources shall be submitted to and approved in writing by the Local Planning Authority. The approved method(s) of energy generation shall be implemented in accordance with the approved details prior to first occupation of the dwelling.
Reason: In order to ensure the incorporation of renewable and low carbon energy within the development, in accordance with Policy SWDP 27 of the South Worcestershire Development Plan (2016) and the National Planning Policy Framework.

| Prior to the commencement of development, the precise floor slab levels of the new dwellings, relative to the existing buildings located to the north and south of the application site, shall be submitted to and approved in writing by the local planning authority. The new dwelling shall be constructed in accordance with the approved floor slab levels.
Reason: To ensure the proposed development does not have an adverse effect on the amenity of the occupiers of surrounding dwellings and the character and appearance of the area in accordance with Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan (2016), the South Worcestershire Design Guide Supplementary Planning Document (2018) and the National Planning Policy Framework. |
| (A) No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and
- The programme and methodology of site investigation and recording
- The programme for post investigation assessment
- Provision to be made for analysis of the site investigation and recording
- Provision to be made for publication and dissemination of the analysis and records of the site investigation
- Provision to be made for archive deposition of the analysis and records of the site investigation
- Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation
(B) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under part (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.
Reason: To ensure compliance with the requirements of Policies SWDP 6 and SWDP 24 of the South Worcestershire Development Plan (2016) and paragraphs 207 and 218 of the National Planning Policy Framework. |
| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
