| The proposed Juliette balcony, and changes to the fenestration would, by virtue of their overly domestic character, incongruous proportions and contemporary design, result in a development of an unbalanced appearance which would have little affinity to the host building and its rural farmyard setting. Consequently the proposal would significantly and harmfully detract from the historic simple character of the cottage. This impact would be further emphasised by the position of the features to the front elevation of the dwelling, adjacent to a public right of way. In view of this it is considered the development would be contrary to policy SWDP21 of the South Worcestershire Development Plan and paragraphs 131, 135, and 139 of the NPPF by failing to integrate into the locality, failing to be sympathetic to local character and being contrary to guidance within the design Guide SPD. |
| In dealing with the application the Council has implemented the requirement in paragraph 38 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. Unfortunately, the submitted application is not considered to accord with policy. As a result, the Council has been unable to seek solutions to problems arising from this application as the amendments and additional information required to make the application acceptable are substantial and would be required to be submitted as a new planning application. Despite the Council’s efforts, it is considered that the current planning application should be refused for the reasons set out in the decision notice. |
