| The proposed residential development is contrary to Policy SWDP2 of the South Worcestershire Development Plan 2016 in terms of its location outside the nearest defined settlement boundary and is situated in 'open countryside', but moreover, considered in the context of Paragraph 11d(ii) of the Framework would not be within reasonable or safe walking distance of almost all services and facilities. This is not a sustainable location and would result in future occupants of the development being almost entirely dependent on private motor vehicles to meet their day-to-day needs, contrary to Policy SWDP4 of the South Worcestershire Development Plan 2016. When assessed against the policies of the Framework taken as a whole, the adverse impacts of the proposed development would significantly and demonstrably outweigh the benefits. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - reviewing the other planning permissions and appeal decisions in the surrounding area - considering the imposition of conditions and or the completion of a s.106 legal agreement In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
