| Future residents would require the use of a motor vehicle in order to access most day-to-day services, including retail, employment and education. As such, future occupiers of the proposed development would be poorly connected to key services by sustainable travel modes and heavily reliant on a motor vehicle. Therefore, the proposed development would occupy an unsustainable location, contrary to Policies SWDP 2 and SWDP 4 of the SWDP (2016) and the National Planning Policy Framework |
| The proposed development would result in the loss of a public house and it has not been demonstrated that the public house could not be operated by either the current occupier or by an alternative occupier with the public house having not been marketed in accordance with Annex F (Marketing Requirements) of the South Worcestershire Development Plan (2016), or that the applicants consulted the appropriate community prior to the submission of the application. The proposed development would therefore result in the loss of a valuable community facility to the detriment of the social infrastructure of the local area and the local rural economy, contrary to Part B of Policy SWDP 37 of the South Worcestershire Development Plan (2016) and Chapters 6 and 8 of the National Planning Policy Framework. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: providing a pre-application advice service and making planning policies available to the public. Despite these efforts, the Council still consider that permission in principle should be refused for the reasons set out above. |
