| The proposed residential development is contrary to Policy SWDP2 of the South Worcestershire Development Plan 2016 in terms of its location outside the nearest defined settlement boundary and is situated in 'open countryside', but moreover, considered in the context of Paragraph 11d(ii) of the Framework would not be within reasonable or safe walking distance of almost all services and facilities. This is not a sustainable location and would result in future occupants of the development being almost entirely dependent on private motor vehicles to meet their day-to-day needs, contrary to Policies SWDP2 and SWDP4 of the South Worcestershire Development Plan 2016. When assessed against the policies of the Framework taken as a whole, the adverse impacts of the proposed development would significantly and demonstrably outweigh the benefits. |
| The proposed development of an additional four dwellings in this location would introduce a linear form of development with dwellings of broadly similar bulk, massing, spacing and design that, when taken in conjunction with the existing four dwellings on the adjacent site, would contrast sharply with the loose knit nature of development in the area and would appear as a discordant addition that would fail to integrate with the landscape character of the area. The proposed development would therefore be contrary to Policies SWDP 21 and SWDP 25 of the South Worcestershire Development Plan 2016 and also contrary to paragraph 187 of the National Planning Policy Framework. |
| A section 106 legal agreement has not been completed to secure the provision of the necessary affordable housing contribution. As such the proposal is contrary to policy SWDP15 B v which seeks on sites of less than five dwellings to secure a financial contribution towards local affordable housing provision based on the cost of providing the equivalent in value to 20% of the units as affordable housing. It is also contrary to guidance in paragraph 63 of the National Planning Policy Framework. |

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; - considering the imposition of conditions and or the completion of a s.106 legal agreement In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
