| The proposed residential development is contrary to Policy SWDP2 of the South Worcestershire Development Plan 2016 in terms of its location outside the settlement boundary, but moreover, considered in the context of Paragraph 11d(ii) of the NPPF, the proposed development by reason of its location and proposed residential land use would conflict with the aims of the South Worcestershire Development Plan and the NPPF to direct new residential development to sustainable locations and to reduce reliance on the private car as a means of transport. The proposal would fail to minimise the demand for travel. The site is elevated above Peachley Lane, from which access to the public highway would have to be obtained, is narrow, there is no footway infrastructure or verges in the immediate vicinity and furthermore, the area is without street lighting. As such, occupants would be unlikely to find walking or cycling an attractive proposition, particularly after dark, and during periods of inclement weather. Accordingly, the proposal would be contrary to SWDP 4A and paragraph 110 of the NPPF. |
| In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents and provided the applicant with the opportunity to engage with the Council's pre-application advice service. The Council’s Northern Area Planning Committee has however identified issues related to the principle of development which Members considered warrant refusal for the reasons set out in the decision notice |
