| By virtue of its scale and massing, the proposed extension is considered to be a visually dominant addition that fails to respect the modest proportions and traditional form of the host two up, two down cottage. The development would not integrate sympathetically with the character of the existing dwelling and would result in harm to its overall appearance and setting. The proposal is therefore contrary to policies SWDP 6, SWDP 21 and SWDP 24 of the South Worcestershire Development Plan; Paragraph 216 of the National Planning Policy Framework; and the South Worcestershire Design Guide. |
| The proposed development is considered to result in an unacceptable level of overlooking to the neighbouring property at Kyrewood Farm. The inclusion of multiple new windows to the north and one to the east elevation would intensify overlooking and result in a harmful loss of privacy. The proposal is therefore contrary to Policy SWDP 21 B iv: Neighbouring Amenity of the South Worcestershire Development Plan and the guidance set out in the South Worcestershire Design Guide SPD. |

In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
